To: Commission FROM: Aaron Pritchard RE: Boards and Commissions 2019 DATE: 12.05.19 Bowman Greater Seattle Partners Executive Council - GSP was founded as a public-private sector initiative to establish a leading regional economic development organization in the greater Seattle region. - Meets twice yearly. - GSP may seek appointment of another Commissioner to regular board that meets six times a year. - Dave McFadden and LeeAnne Schirato Sound Transit Elected Leadership Group - Comprised of Sound Transit Board members and other local elected officials in the corridor. The purpose of this ELG is to build consensus around key decisions and work through project issues as needed. Amongst other duties, the ELG will appoint Stakeholder Advisory Group members and identify a preferred alternative for recommendation to the Sound Transit Board . - 2020 workplan TBD - Geri Poor, Charla Skaggs (consultant), Veronica Valdez Industrial & Maritime Citywide Advisory Group - 7 meetings from Nov. 2019 July 2020 - Mayor Durkan convened the industrial land stakeholder group to guide development of strategies to ensure a strong industrial and maritime sector now and in the future. - Seven meetings through July of 2020. - Eric ffitch Bellevue Chamber of Commerce Board of Directors Member - Appoint CEO, approve budget, policies, and objectives. Two-year term. - Monthly meetings - New Eastside External Relations employee Washington Alliance for Better Schools Board Member - WABS helps member districts share resources, expertise and technical assistance - The Board convenes only once a quarter for a two-hour meeting and one half-day board retreat in the summer. - Not currently staffed Calkins Washington State China Relations Council - The leading statewide organization dedicated to strengthening commercial, educational, and cultural ties with the People's Republic of China. Port is a founding member in 1979. Board meetings are quarterly. Bowman has agreed to serve on the board; she'll be voted in at the Feb 2018 meeting (doesn't attend); and attend subsequent meetings - Quarterly meetings - Karin Zaugg Black Washington Council on International Trade (WCIT) - WCIT advocates on federal trade policy issues on behalf of Washington state employers. - Meets quarterly - Schinfeld King County Regional Census Committee - To raise awareness of the importance of the Census and to ensure a complete and accurate count of all our residents. - Nate Caminos/Schirato Transportation Policy Board (PSRC) - Includes representatives of the PSRC's member jurisdictions and regional business, labor, civic and environmental groups. - Meets monthly to advise the Executive Board on key transportation issues - Pritchard Economic Development District Board (PSRC) - The regional Economic Development Board is the federally designated economic development district for the central Puget Sound region covering King, Kitsap, Pierce and Snohomish counties. Meets quarterly, beginning in March, on the first Wednesday of the month from 1-3 p.m - Meets Quarterly - King, Kitsap, Pierce and Snohomish Counties - Schirato Soundside Alliance - The Soundside Alliance is made up of elected officials and representatives from each of the partner jurisdictions. The mission of the Soundside Alliance partners is to work together to promote economic development through programs. - Meets Quarterly - Marco Milanese Joint Advisory Committee (SeaTac) - Comprised of 3 City Councilmembers and 2 Port Commissioners, the JAC provides policy direction regarding the Interlocal Agreement (ILA), including review and recommendation for all major amendments to the ILA prior to Council/Commission action. Discusses current issues, topics and proposals involving and affecting the Airport and the City - Meets Quarterly - Clare Gallagher WPPA Board of Trustees - Spring and Fall meetings provide the trustee with a chance to represent the port and at the fall meeting take a vote on the WPPA legislative agenda for the upcoming session. Authorizes sixmember Executive Committee that oversees administration and management. Hires Executive Director - Meets twice a year, WPPA requests that this is the same person as the ex-officio on the Exec board. - Eric ffitch Felleman Tribal Liaison - Works on issues between Tribes , POS and NWSA - Meetings set as needed, no meetings last year - Nate Caminos Maritime Blue - Meets as needed - Deliver strategic plan to Governor on Maritime greening - McFadden, Mills Highline Forum - The Highline Forum provides Southwest King County municipalities, educational governing bodies and the Port of Seattle with the opportunity to share information. Two co-chairs an elected representative from the Port (Port Co-chair) and an elected Community Co-chair. One elected representative (Port Commissioner) and one senior administrator (Airport Managing Director) serve as the primary members on the Forum. Designated alternates. - Six meetings a year on fourth Wednesday. meets every other month - Two co-chairs, one from POS, one from one elected community member - Airport Managing Director serves on committee - Marco Milanese King County Cities Climate Collaborative - King County and seventeen partners collaborating through the King County-Cities Climate Collaboration (K4C) to coordinate and enhance the effectiveness of local government climate and sustainability action. Creating collaboration around regional GHG reduction - Meets twice a year - Leavitt Puget Sound Partnership Ecosystem Coordination Board - The Ecosystem Coordination Board's main role is to advise the Puget Sound Partnership's Leadership Council on carrying out its responsibilities. The Board is made up of 27 members representing specific interests around the Sound. - Meets quarterly - Felleman appointed to four-year term, ends 06/30/2020 - No Staff Gregoire Puget Sound Regional Council Executive Board (PSRC) - Executive Board members are appointed by their General Assembly constituents to represent the member governments. The board is chaired by PSRC's president, meets monthly and carries out delegated powers and responsibilities between meetings of the General Assembly. - Meets monthly - Board members appointed by general assembly constituents - Eric ffitch, Schirato WPPA Executive Committee - Non-voting position meets every other month - One-year pilot as a non-voting member. Oversees the general administration and management of the Association and provides the Executive Director with guidance - WPPA request this is the same person as the WPPA Trustee - Eric ffitch Visit Seattle Advisory Board - ex-officio - Meets monthly to review business plan and understand convention and tourism business market. - Non-voting member of board meets monthly - Peck UW Air Quality Study Advisory Panel - Ultrafine particulate emissions related to aircraft study funded by state legislature and Port of Seattle. Funded by POS and state legislature - Report released. - Stephanie Meyn covered for Gregoire UW School of Law Global Business Law Institute's Industry Advisory Board (not on Commission list) - The Institute positions UW Law at the center of teaching, research, scholarship, policy and practice relating to global business law. - Quarterly Board Meetings - Gregoire pitched to Tanaka Steinbrueck Joint Advisory Committee (SeaTac) - Meets Quarterly - Comprised of 3 Councilmembers & 2 Commissioners - Focuses on issues affecting Airport and SeaTac - Gallagher Highline Forum (alternate) - Meets every other month - Two co-chairs, one from POS, one from one elected community member - Airport Managing Director serves on committee - Milanese Alaskan Way Viaduct Oversight Committee - Meets occasionally with governor, mayor and top electeds of partnership. - Geri Poor Growth Management Policy Board (PSRC) - The Growth Management Policy Board (GMPB) includes representatives of the PSRC's member jurisdictions, regional business, labor, civic and environmental groups. Advises the Executive Board on key growth management issues. - Meets monthly - Gellings, Mills SR 509 Executive Committee - Meets with electeds from Puget Sound Gateway (SR509/SR167) partnership cities to advance the project. - Meets quarterly - Geri Poor
