Here is the written material to go along with my oral testimony today: Commissioners, I looked at the materials for your Study Session on Economic Recovery, and I am disturbed. Any plan to "recover" to previous levels of aviation is short-sighted, since it ignores the economic costs of the climate devastation resulting from aviation, and is completely incompatible with your 2030 target of a 50% reduction in Scope 3 greenhouse gas emissions from 2007 levels. I am very bothered by your claim to have an "Equity Framework". If you truly cared about equity, you would not plan for a "recovery" in aviation, since there is no equity when you look at who flies and who pays the environmental consequences, both locally and globally. The top 1% of the world population who fly most is responsible for 50% of all emissions from aviation (https://www.sciencedirect.com/science/article/pii/S0959378020307779). Meanwhile, the WA State Dept. of Commerce SEATAC Airport effects study shows that SEATAC-impacted communities, compared to the rest of King County, have lower household incomes, lower educational levels, poorer school performance, higher rates of unemployment, and are significantly more diverse (https://deptofcommerce.app.box.com/s/rmi8sie7ivpy4wqjrfwgwdiosj2jebc0, https://www.commerce.wa.gov/serving- communities/growth-management/growth-management-topics/sea-tac-airport-impact-study/, also look at https://www.doh.wa.gov/DataandStatisticalReports/WashingtonTrackingNetworkWTN/InformationbyLocation/WashingtonEnvironmentalHealthDisparitiesMap). These communities suffer adverse health effects from ultrafine particles and noise, including potential negative effects on the brain, and on the cardio-vascular, nervous, and respiratory systems, and higher rates of preterm births. Limitations of Translatable Documents
PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
