Metruck, Executive Director FROM: Eileen Francisco, Interim Director Aviation Facilities and Capital Programs Wayne Grotheer, Director, Aviation Project Management Group SUBJECT: Building Controls Upgrade Irregular Bid (CIP #800944) (Short Form) Amount of this request: $0 Total estimated project cost: $10,000,000 ACTION REQUESTED Request Commission authorization for the Executive Director to award and execute a construction contract to the low bidder for an irregular bid outcome with only one bid submitted. There is no funding associated with this request and the project is currently authorized for construction with a total estimated cost not to exceed $10,000,000. SUMMARY This request is asking for authorization to proceed with awarding and executing a construction contract on an irregular bid as required by Resolution No. 3605 Paragraph 4.2.3.4. Only one bid was received in response to the construction advertisement which qualifies the bid as irregular. The Engineer's estimate was $4,693,000 and the bid received was $4,050,937 which represents a potential construction cost savings of $642,063. The building control system regulates and controls critical airport terminal building environmental features such as temperature, humidity, and air exchanges. In addition, the system performs smoke control functions and provides water and gas utility metering. This project will replace approximately 107 obsolete building control panels that are installed throughout the Seattle-Tacoma International Airport. This project will also improve communications and data throughput, allowing for improved system performance and future system expansion.
