Metruck, Executive Director FROM: Laurel Dunphy, Director Airport Operations Arlyn Purcell, Director AV Environment & Sustainability Peter Lindsay, Operations Development Manager, Airport Operations Leslie Stanton, Environmental Programs and Sustainability Manager SUBJECT: Airport Ground Transportation Access Plan Roadmap EXECUTIVE SUMMARY In June 2019, the Commission adopted Resolution No. 3759 (the Resolution) which established key principles and time-sensitive goals for ground transportation activity at Seattle-Tacoma International Airport (Airport) related to greenhouse gas emissions, customer choice, mode shift, and social equity. To meet the goals set forth by the Commission, staff developed the Ground Transportation Access Plan (GTAP); a programmatic planning initiative that explores new strategies and tactics to meet the Commission's ground transportation goals at the Airport by 2030. The strategies and tactics occur across multiple areas, including planning and design for projects, program initiatives such as articulated in GTAP, operational changes, and contracting specifics with tenants and operators. The Resolution developed the following specific policy goals for the Airport including: Reduce Scope 3 greenhouse gas emissions 50 percent relative to 2005 baseline conditions Establish and sustain a 30 percent private vehicle pick-up and drop-off mode share Maintain a 15-minute maximum travel time from the Airport's clock tower to the curbside loading areas or parking garage Since adoption of the Resolution, additional priorities emerged as staff engaged in multiple ground transportation study sessions and work advanced in multiple areas, but also was affected by the slowdown in passengers through COVID. The following considerations are a distillation of Commission feedback received over the past year: Increase passenger and employee use of high occupancy vehicle (HOV) modes of travel to the Airport Minimize private vehicle demand for curbside loading and unloading Consideration and focus on social equity measures for impacted communities Template revised April 12, 2018. COMMISSION AGENDA Briefing Item No. 9a Page 2 of 2 Meeting Date: November 9, 2021 The purpose of this briefing is to review the GTAP Roadmap (the Roadmap)a step-by-step, multi-year work program to meet the Commission's adopted ground transportation goals. Staff seek to update the Commission on the wide range of strategies and specific tactics guiding SEA's ground transportation development, including capital investments such as the Widen Arrivals project. At the core of the Roadmap are four key concepts to organize future work, namely: (1) Promoting low carbon modes (e.g., light rail and bus transit, renewable fuel buses) (2) Pricing and access fees (i.e., financial incentives to use cleaner modes) (3) Management and efficient operations (e.g., identifying preferred uses, minimize transaction costs) (4) Promoting HOV modes (e.g., Improved access like moving walkways and electric cart service) The attached PowerPoint presentation contains the detail and workflow staff anticipate over the coming years. This multi-faceted approach to airport landside development includes commitments in new operating concepts, capital spending, and programmatic initiatives to achieve the Commission's goals.
