EXECUTIVE SUMMARY In advance of 2017, Port of Seattle government relations staff worked with Commissioners, executive team members, internal subject matter experts, and external stakeholders to develop local and regional policy priorities to guide Port advocacy efforts. The Commission was initially briefed on the 2017 Local and Regional Policy Priorities at the December 13, 2016 meeting. DRAFT LOCAL AND REGIONAL POLICY PRIORITIES Top Priorities Maritime • Maritime and Manufacturing Stewardship: Advocate for the stewardship, enhancement , and protection of maritime and manufacturing lands and focus on zoning issues that may affect Port competiveness. This will include, but not be limited to, advocating recommendations that reflect the “Guiding Principles: Stewardship, Enhancement, and Protection of Maritime and Manufacturing Lands” document that was adopted by the Northwest Seaport Alliance Managing Members in November 2016. T he Guiding Principles document includes a call for: maintaining no net loss of industrial lands in order to support diversified job opportunities; creating policies that promote industrial investment in job growth and discourag ing those that might constrain that growth; and designating maritime assets and connected industrial lands as essential public facilities. • Terminal 5 Modernization Project: Secure the necessary permits for the Project. Continue to educate and engage communities, elected officials, public agencies , and all relevant stakeholders on the environmental highlights and economic benefits of the project. Aviation • Interlocal Agreement with City of SeaTac : Continue working collaboratively with the City of SeaTac in fi nalizing a new Interlocal Agreement (ILA), anticipated in December 2017. The Port will adhere to shared guiding principles and demonstrate the positive impact the Port has on the C ity’s local economy. • Sea-Tac Airport Master Plan (SAMP) : Continue to educate and engage communities, elected officials, public agencies , and all relevant stakeholders on the development, public review , and execution of the SAMP to address regional demand. Work with local communities and other public agencies on the Port’s commitme nt to sustainability in all three areas: economic, environmental, and social equity. Position the SAMP and other P ort -wide initiatives to support future growth and economic opportunity to the communities around the Airport and across the region. Ensure alignment with the Port’s Federal Legislative Agenda. • Flight Corridor Safety Program: Support the program by working with affected jurisdictions and community stakeholders through ongoing engagement, education , and collaborative partnerships , including implementation of the Airport Community Ecology Fund. Reflect the Port’s values of responsible environmental stewardship and honoring our commitments to the affected community. Port -wide • Workforce Development : Support legislative proposals to enhance local and regional investments in workforce development, including through direct program coordination with other public agencies, collaboration with industry partners , and private sector outreach. Continue to build local support and understanding of the Port’s summer internships for high school students in maritime and manufacturing related fields. • Regional Mobility : Actively partner with relevant public agencies on critical capital projects throughout the region, with focus on key freight corridors within the C ity of Seattle. This includes collaboration on Puget Sound Regional Council and FASTLANE grant applications, participation in Seattle’s Shared Mobility project , coordinated project development , and the transportation network companies (TNC) pilot program a t the Port of Seattle . • Energy and Sustainability Committee : Support the implementation of policy directives adopted as a result of the C ommittee’s work. • Livable Communities: Support the City of Seattle , its distinct communities, and other local jurisdictions’ priorities to promote economic diversity, opportunity -rich , and healthy communities . Additional Priority Issues • Long -Term Transportation Projects: Build a strong relationship and regularly e ngage Sound Transit in the implementation of the ST2 and ST3 transit packages, with focus on protecting industrial land uses, freight mobility , and freight capacity . Achieve improved accessibility via regional bus service, Sounder train and Link light rail , including at the A irport . Support the Washington State Department of Transportation’s advancement of the Puget Sound Gateway/ SR-509 & SR -167 Program and identify local match resources for SR -509, which will provide direct access to Sea- Tac Airport. • Memorandum of Understanding Cit y of Seattle: Engage the City of Seattle in working collaboratively towards an overarching m emorandum of understanding (MOU) to strengthen our working relationship and formalize our partnership in key areas of joint interest. • Economic Development, Tourism , and Grant Programs : Support outreach and direct engagement with local communities to expand the Port’s economic development capabilities throughout King County, including, but not limited to the Port’s tourism and economic development grant programs. Work in coordination and enhance related activities related to implementing the state legislative agenda. • Taxes and Bonds : Monitor proposed local measures that may increase taxes and fees to users of Port -owned facilities. • Fishing Fleet Modernization: Suppor t policies that will promote construction of new fishing boats in Washington s tate shipyards while making the fleet more efficient, both operationally and environmentally. Work in coordination and enhance related activities for implementing the federal and state legislative agendas . • Energy and Environment: Support proposals that reduce the Port’s carbon emissions and promote energy -efficient operation of transportation infrastructure, including allowing municipal utilities broader flexibility in installing infrastructure that helps transition to clean sources of power; proposals that seek to incentivize biofuel production for aviation purposes; and policies that promote renewable energy generation.
