Hi,  I'm Mark Hennon,  Seattle author and computer consultant

My concern, as a taxpayer,  is financial transparency and the
environment.

Three things on agenda Item 4B stick out:

1)  "Equipment  copy machine rental"  -  $460,000.  Is this per month,
or per year? What can  e done to reduce this? It must consume tons of
trees. What about doublesided printing? What about printing to PDFs
instead of paper? Why not eliminate color printing?

2)  "Furniture"  $305,000.  Again,  per month or year?  Furniture for
whom?

3)  "Environmental Remediation"  $321,000.  Which is  less than the
copy machines that pollute the environment. And just 40 percent of

Separately, on agenda Item 4E:

1)  There's  a  $19,000 mistake.  Alternative Two says the five-year cost
for a fulltime rLOjCL Han'ger is $302,000. Alternative Three says
it's $783,000.

2)  Radical differences:  Alternative One says do nothing.  Alternative

3)  Instead of spending $15 million for consultants,  the commission
might consider saving $9 million by approving one or two employees,
plus a $5 million fund for consultants.

Consultants do a specific task, then leave. Their outside knowledge
has to be merged into-_         the -~~1--     workings of the entire operation,--~ __        and it
takes someone with boots on the ground to do that properly.

Limitations of Translatable Documents

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
