Page 1 of 2 M OTION OF THE P ORT OF S EATTLE C OMMISSION A MENDING T HE P ORT O F S EATTLE C ENTURY A GENDA G REENHOUSE G AS R EDUCTION G OALS A DOPTED A PRIL 11, 2017 T EXT OF THE M OTION (as stated for consideration during the meeting of April 11, 2017) The Port of Seattle recognizes we are already experiencing the impacts of climate change. The Port of Seattle is committed to reducing the risks from future climate change, and impacts on human health and the environment. In order to better align across our region, th e Port of Seattle shall make the following changes to the Century Agenda. The Port shall adopt the following more stringent greenhouse gas emissions reduction goals : i. Scope 1 emissions , which are direct greenhouse gas emissions from Port owned or controlled sources , shall be : 1. 15 percent below 2005 levels by 2020 . This a dvances the initial C entury Agenda goal by 17 years. 2. 50 per cent below 2005 levels by 2030 . T h is a dvances t he initial Century Agenda goal by 7 years. 3. Carbon n eutral by 2050 OR Carbon n egative by 2050 . This c reates a new long - term stretch goal. ii. Scope 3 emissions are emissions the Port has influence over, not direct control . The new Port - wide goals for scope 3 emissions shall be: 1. 50 percent below 2007 levels by 2030 . 2. 80 percent below 2007 levels by 2050 . S TATEMENT IN S UPPORT OF THE M OTION The Port of Seattle Commission unanimously chartered the Energy and Sustainability Committee by motion on January 26, 2016. The charter tasked the Committee to develop and propose policy directives to help guide the development of policies to support the Port of Seattle’s Century Agenda greenhouse gas (GHG) emissions reductions effort, with a focus on energy efficiency and alternative energy generation . Commissioners Felleman and Gregoire were named a s Co - Chairs of the Committee. The Co - Chairs brought together 23 advisors to participate in the formation of the policy recommendations. The advisors, from diverse sectors of our community including environmental, business, labor, social justice, academia, think tanks, maritime, aviation, construction, and government Page 2 of 2 agencies, met six times as a full group and held a significant number of small work group meetings. The January 28, 2017 , policy recommendations of the Committee work groups, as briefed to the C ommission, are attached. The goals proposed today are the Committee ’s first recommendation s to support greater GHG reductions at the Port of Seattle. To help achieve these goals , the Commission requests that the Environment and Sustainability Center of Expertise (COE) prepare an assessment of the actions, resources , and timelines necessary to develop and implement Policy Directive s for review by the Commission , informed by the recommendations of the Committee work groups. The Policy Directives will incorporate the discussions with the various departments and propose final Policy D irectives for a vote by the Commission. The Policy D irective s will include auditable standards and clear direction for staff to implement the policy. t imeline for the proposal of a Policy D irective should be included in any recommendations offered by the Center of Expertise back to the Committee. The Committee work groups inc lude :  Regional Goals Alignment work group analyzed the Port GHG reduction goals in relation to other regional municipalities;  Energy Production work group developed a framework for analyzing Port projects that have energy implications;  Energy Conservation work group developed recommendations around transportation and leasing policies among other recommendations;  Equity work group developed re com m endations to address the disproportionate environmental impact of Port operations on disadvantaged communities , and proposed broader re com m endations impacting port - wide activities. S TATEMENT OF P OLICY D IRECTION The COE is directed , within 90 days, to prepare an assessment of the actions, resources, and timelines necessary to propose , develop , and implement Policy Directives for r eview by the Commission, informed by the rec om m endations of the Committee work groups. The equity work group also brought forward recom m endations that have Port - wide implications that t - wide interdepartmental team. The COE will convene the first Port - wide meeting to develop the interdepartmental team. The recom m endations from the interdepartmental team will be incorporated into the COE recommendations . The COE is also directed, within 90 days , to provide a 2018 proposal for implementation of the Policy Directives . As these new policies will affect the work of many Port departments , the COE will meet with key stakeholders across the Port including Project Managers, Engineer The Policy Directives will provide clear policy direction with auditable standards and will first be presented to the Committee Co - Chairs for review and referral to the full Com mission.
