APPROVED MINUTES COMMISSION SPECIAL MEETING JUNE 13, 2017 The Port of Seattle Commission held a special meeting, Tuesday, April 25, 2017, at the Conference Center at Seattle-Tacoma International Airport, Seattle, Washington. Commissioners Albro, Felleman, and Gregoire were present. Commissioner Bowman was present after 9:32 a.m. Commissioner Creighton was present after 10:31 a.m. Commissioners Albro and Gregoire were absent after 10:45 a.m. Commissioner Bowman chaired the meeting after 10:45 a.m. CALL TO ORDER The meeting was called to order at 9:12 a.m. by Commission President Tom Albro. Presentation materials included a packet comprised of a meeting agenda, agenda memorandum, and presentation materials on the 2018 budget development process. Public Affairs Senior Director Julie Collins provided supplemental presentation slides at the meeting. Staff participant(s): Interim CEO Dave Soike, Chief Financial Officer Dan Thomas, Commission Issues and Policy Manager Aaron Pritchard, Aviation Division Managing Director Lance Lyttle, Maritime Division Managing Director Lindsay Pulsifer, Economic Development Division Managing Director Dave McFadden, and Public Affairs Senior Director Julie Collins. Commissioners and staff discussed the business context for budget priorities in 2018 for the Aviation, Maritime, and Economic Development Divisions. Commissioners commented on estimation and forecasting challenges, impact of Alaskan Way Viaduct removal on provisioning and passenger access to Terminal 91, State of Alaska regulations affecting the Alaska cruise market, the economics of smaller ports attempting to attract small cruises, changes affecting tourism from China, engagement with other jurisdictions on regional equity considerations, and regional economic development grants. Commissioners engaged with staff on factors driving capital budgets in 2018 and beyond, particularly on the topic of Airport passenger growth. Improvements to Alaskan Way near Pier 66 were discussed, as were capital efforts at Fishermen’s Terminal and Shilshole Bay Marina. A number of Port real estate initiatives were discussed. Commissioners received a presentation on the 2018 tax levy and requested more information regarding the effect on project capacity of not increasing the tax levy in 2018. Public engagement efforts and priorities for the Public Affairs Department were presented and discussed. P.O.
