TO:     John Creighton, President, Port of Seattle Commission

SUBJECT: Written Consent for First Reading and Second Reading and Final Passage of
Resolution No. 3716

I will be unable to attend the Port Commission regular meeting on February 9, 2016, to be held
in Commission Chambers at Pier 69, and will not be present when Resolution No. 3716 is
considered and voted upon by the Commission. However, I am familiar with Resolution No.
3716, which relates to repeal of Resolution No. 3694, safety and security at Seattle-Tacoma
International Airport and related hiring standards, training opportunities, and minimum
compensation, in light of the Washington Supreme Court's ruling on applicability of City of
SeaTac Ordinance 13-1020 at the Airport.

In accordance with Article VIII, Section 1, of the Port Commission Bylaws, I consent to
Resolution No. 3716 being introduced for First Reading at the February 9, 2016, regular meeting
and being placed on the agenda for nal action (Second Reading and Final Passage) at the same
meeting (February 9, 2016) at which it is rst introduced.

Please proceed with consideration of Resolution No. 3716, and enter this advance written
consent in the ofcial minutes of the meeting as required by the Bylaws.

Here is the waiver form we would ask Courtney to sign for First and Second Reading and Final Passage
of Resolution No. 3716. The Bylaws stipulate "advance written consent," which can include a
signature and scan or fax OR an email from the Commissioner saying she agrees to the attached
