SUBJECT:  Seattle-Tacoma International Airport Skybridge Announcements 
SYNOPSIS 
Port of Seattle Public Affairs will resume recording Port-related messages featuring Port
Commissioners to be played on the Seattle-Tacoma International Airport skybridge 
public-address system. This briefing will describe the topics and schedule for upcoming
messages. 
BACKGROUND 
For many years, Sea-Tac Airport has utilized a public address system in the skybridges
connecting the parking garage and terminal to communicate airport information and other 
Port-related messages, including messages recorded by Port Commissioners. 
Skybridge messages recorded by Commissioners were suspended in October 2013
following notification by the state Public Disclosure Commission (PDC) that a complaint
had been received against four Commissioners alleging that the messages represented an
improper use of public resources in support of election campaigns.
The PDC staff subsequently initiated an investigation of the complaint. On February 26,
2015, the PDC held a hearing on administrative charges against the Commissioners. On
March 12, 2015, the PDC issued an order dismissing the charges. The PDC unanimously
concluded that the messages were not developed or used for the purpose of assisting any
campaigns and that the messages were part of the normal and regular conduct of their
duties as Port Commissioners. 
With the dismissal of the complaint, Port Public Affairs will resume recording
Commissioner skybridge messages on the Century Agenda, port economic impacts,
environmental programs and other topics.
