Viaduct Improvements )))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))))) 3 3 Background Freight Mobility is a critical need for the Port of Seattle and the City Seattle currently does not have a Freight Master Plan The Port and City jointly pursued and received a federal grant of $250,000 for the Project to begin freight planning The Project will focus on the Duwamish and Ballard Interbay Northend MICs The Project will serve as building block for the Freight Master Plan Work on the Freight Master Plan will begin in late 2013 4 Project Goals Maintain and improve freight-truck mobility and access to accommodate expected general traffic, freight and cargo growth Ensure connectivity for major freight intermodal and transload facilities Increase safety for all travel modes Reduce environmental impacts, including greenhouse gas emissions 5 Project Objectives Assess existing and future conditions Identify, evaluate, and recommend a prioritized list of capital and operational improvements Identify potential changes to the Major Truck Street network and the Right-of-Way Manual Identify project, policy and programmatic issues for the Freight Master Plan Engage key stakeholders throughout the study process 6 Project Budget Total $283,690 Federal grant $250,000 Local match (Seattle) $33,690 Staff and administrative support by both Port and City 7 Interlocal Agreement (ILA) Port and City roles and responsibilities Project purpose, goals, scope, schedule and budget Financial and reporting responsibilities of each party Project management and oversight Product review schedules and deliverables Additional agreement terms 8 Project Schedule Scoping: Complete Interlocal Agreement: (Port and City) June 2013 Consultant Selection: July 2013 Begin Project: August 2013 Complete Project: March 2014 9
