Dear Ms. Tarleton:

Cargolux Airlines International SA. has served the Seattle market for 29 years with
inaugural ight on September 12, 1983.

Cargolux was the launch Airline for the B747-400F and the B?478F. Cargolux,
through its Board of Directors has consistently maintained a policy of operating the
newest, most efficient and quietest freighter aircraft. This has been a major benefit
to production for regional producer Boeing.

The new B747-8F adds approximately 100 metric tons of additional capacity to the
Seattle market due to its increased payload capability. This will facilitate growth in
air cargo as called for in the Ports Century Agenda.

Despite the current economic uncertainty, Cargolux' business is healthy and
productive.

Cargolux is concerned that the aircraft parking facility, as it is now undersized, may
not be sufficient to handle future growth.

The upgrade to Ground electrical power as described in the project plans will save
Cargolux money through not having to operate the aircraft auxiliary power unit
(APU) while also reducing emissions coming from the parked aircraft.

Cargolux supports Commission authorization of the air cargo ramp expansion
projects.
