SUBJECT:  Ratification of Critical Work  January 2012 Snow Removal 
ACTION REQUESTED: 
Request Commission ratification of Port of Seattle actions related to purchasing contracted
airport snow removal services at Seattle-Tacoma International Airport during the snow and ice
storm the week of January 15, 2012. 
BACKGROUND: 
In 2009 the Port executed a competitive procurement for snow removal services for the Air
Operations Area (AOA). This contract with ICON Materials had a duration of one year, with
four one year options (2009  2014) that have been exercised. From October 2009 through 2011, 
contracted AOA snow removal expenditures totaled $121,444. During the January 2012 snow
and ice storm, Aviation spent an additional $278,425 for snow removal services totaling
$399,869. 
Mark Reis, Director of the Airport, promptly notified the Commission in the regular Commission
meeting on January 24, 2012, regarding the critical work performed by ICON, for which the total
contract expenditures now exceed $300,000. This memorandum follows that notification. Staff
waited to bring this ratification forward until we were safely beyond the snow season to ensure
no additional services would be needed on this contract.
We are seeking Commission ratification of Port actions during the January 2012 snow and ice
storm. We have determined that it is in the best interest of the Port and the contracting
community to do a new procurement for future years. This will provide the Port with AOA
contracted snow removal services when needed.
