Subject: Follow-up on represented jobs in Sea-Tac concessions

House and Senate Committee members:

At last week's work session on airport concessions, the Port stated that 62% of the
new concessions jobs created under
the current concessions program are represented jobs. This was on the second page of your handout from the Port.

This percentage was later questioned by Councilmember Patterson in her comments to the committee. I'd like to take
this opportunity to tell you how the number was derived and
our information sources, and will send this to
Councilmember Patterson also.

We used our airport employee badge data base to determine the number of employees, and confirmed the number
with the airport concessionaires employing represented workers  HMS Host, Seattle Restaurant Associates
(HMS
Host/Uwajimaya), Concessions International and Hudson Group  to make sure that
we had correct counts for
represented employees, weren't double-counting any employees holding two jobs and weren't including management
or any other non-represented personnel.

Understanding that there are seasonal variations and considerable turnover in employment levels, there will likely be
some fluctuation in the number on a day-to-day basis. But the historical growth is clear.

0  Airport employers report the number of employees at their locations in Sea-Tac, all of whom receive badges in
order to work inside the terminal.

0  The number, as shown in our database and then refined based
on employee counts received directly from the
employers, was 670 represented jobs in 2003.

o  The new concessions program began in an early form in June 2004. By November 2011, the number from the
concessions employers with represented workforces was 1085 represented jobs.

We are confident in the employee counts based on badge data. After the airport terror attacks on 9/11 in 2001, airport
security badging received tremendous emphasis as a security measure. Our database is audited by Department of
Homeland Security, and is an essential part of our security program at Sea-Tac. Both of these counts, in 2003 and in
2011, came well after the database and badging program were well-established. We also checked directly with the
concessions employers to verify the data.
