PORT OF SEATTLE MEMORANDUM COMMISSION AGENDA Item No. 3d STAFF BRIEFING Date of Meeting June 28, 2016 DATE: June 11, 2016 TO: Ted Fick, Chief Executive Officer FROM: Geraldine Poor, Regional Transportation Manager SUBJECT: City of Seattle Draft Freight Master Plan SYNOPSIS The City of Seattle has developed its first Draft Freight Master Plan (FMP). It is available for public review and comment through July 8. City staff will present an overview to the Port Commission for discussion at the June 28 meeting. BACKGROUND Port of Seattle welcomes the new Freight Master Plan. It takes its place beside other modal plans for Transit, Pedestrians, and Bicycles. The FMP addresses the unique characteristics, needs, and impacts of freight mobility in the city in a variety of sectors: urban goods delivery and pick-up manufacturing and industrial centers of the Duwamish and Ballard/Interbay/North the international import and export gateway The plan covers freight mobility and its local and regional importance, the challenges of moving freight, and solutions to address the challenges. Plan development was guided by a Freight Advisory Committee of 21 members, including Port of Seattle and Northwest Seaport Alliance staff. The city also had a robust outreach program to existing districts, councils and forums, as well as public open houses in Georgetown and Ballard. The FMP was preceded by a joint city and port study, the "Industrial Areas Freight Access Project," which looked at freight connections for the city's two industrial areas. This provided important input to the FMP. The Port Commission discussed the FMP and a priority freight project, the South Lander Street Overpass, at their June 14 meeting. They requested that staff bring forward a draft interlocal agreement addressing the city's request for Port financial participation in the project. Template revised May 30, 2013. PREVIOUS COMMISSION ACTIONS OR BRIEFINGS On June 4, 2013, Commission authorized the CEO to enter into an interlocal agreement substantially as drafted with the City of Seattle to reimburse the City of Seattle up to $250,000 in federal Surface Transportation Program grant funds awarded to the Port of Seattle for the Industrial Areas Freight Access Project.
