ACTION REQUESTED: 
Resolution No. 3641 First Reading. Declaring certain personal property surplus for Port of Seattle
purposes: One Port firefighting vehicle, a 1992 Oshkosh T-3000, POS #824, Truck #762, is surplus and
further declaring that said property should be transferred to the Washington State Patrol, Fire Training
Academy. 
SYNOPSIS: 
Seattle-Tacoma International Airport (the Airport) cannot maintain its Federal Aviation Administration 
operating certificate without a fully trained and equipped Fire Department. To ensure fire equipment is
fully functional, the Fire department follows a replacement cycle. After new fire vehicles are purchased,
tested, and placed in service, then the oldest vehicle is surplused for use elsewhere.
The Port plans to transfer one 1992 Oshkosh T-3000, Serial No. 46745-OSHKOSH, a used aircraft
rescue and firefighting vehicle, to the Washington State Fire Training Academy (WSFTA), a division of
the Washington State Patrol located near North Bend, WA. The Academy serves local communities,
state agencies and industry by providing fire training to fire and emergency response personnel in the
public and private sector and is in desperate need of this kind of vehicle for training purposes. It will
replace a vehicle that is over 30 years old. When the Washington State Fire Training Academy receives
surplused fire vehicles, those vehicles can continue to be productively used on a less frequent and less
rigorous basis. 
The value of the surplused fire vehicle is estimated to be between $35,000 and $50,000. 
BACKGROUND: 
The Port of Seattle Fire Department has declared surplus to its needs the following item: 
Used Aircraft Rescue and Firefighting Vehicle, described as a 1992 Oshkosh T-3000, Serial No.
46745-OSHKOSH, estimated value between $35,000 and $50,000.

Pursuant to the Fire Department Apparatus Replacement Master Plan, this vehicle has exceeded its
useful life as a first line response and/or reserve vehicle. A replacement vehicle has been received,
tested, accepted and is now in service.
The Washington State Fire Training Academy continues to express a financially restricted need for
surplus fire trucks. The current Aircraft Rescue and Firefighting vehicle that this apparatus will replace
is now over 30 years old and in desperate need of replacement; Port transfer of the Firefighting Vehicle
to the Washington State Patrol would respond to that need. In return, the Fire Training Academy agrees
to return Fire Truck #762 to the Port for a limited time for emergency purposes. An Interlocal
Agreement is in place between the Port and WSP which will provide a ready resource to the Port if
needed during an emergency.
FINANCIAL IMPLICATION: 
The asset has fully depreciated and the net book value is zero. There is an estimated value between
$35,000 and $50,000, open to a limited market for resale. 
TRIPLE BOTTOM LINE SUMMARY: 
Surplusing the vehicle to the Washington State Fire Training Academy benefits the regional economy by
supporting the publicly owned facility to keep their costs low. In addition, surplusing the vehicle to the
academy helps ensure a viable fleet exists to train fire fighters which support job creation and retention
in our region. 
ALTERNATIVES CONSIDERED AND THEIR IMPLICATIONS: 
Alternative 1  Surplus Fire Truck #762 to the open market: No entity has expressed a need for an
Aircraft Rescue Fire Fighting (ARFF) truck and the cost to transport is prohibitive. This is not the
recommended alternative. 
Alternative 2  Surplus Fire Truck #762 to the Washington State Fire Training Academy: This
alternative allows us to train on equipment similar to our own and also gives us the ability to bring the
vehicle back if needed for emergency purposes. This is the recommended alternative.

PREVIOUS COMMISSION ACTION: 
On June 10 2008, the Commission authorized the purchase of one Oshkosh Striker ARFF Vehicle for
use at the Airport.
