SUBJECT: Part 150 Study Aircraft Noise and Land Use Compatibility Study Update 
SYNOPSIS: 
Today's Commission update will provide information about progress with the Part 150 Study
and the outcomes of the June 9th Public Workshop and other public involvement. 
PART 150 STUDY UPDATE: 
On March 23rd, airport staff briefed the Port Commission on the first public workshop that was
held at Mount Rainier High School, on February 23, 2010. Since that time staff and the
consultant team have been actively engaged in sifting through all of the comments that were
received to determine potential feasibility of each suggestion. 
Several technical aspects of the Part 150 Study are underway and need to be completed prior to
evaluating the feasibility of many of the suggestions received.
o  Existing condition noise contours are being prepared for the year 2009. These
contours will depict two conditions, one that includes the 6 months of
construction on runway 16L/34R, and one that will show a typical 3 runway
configuration detailing the contours as if all runways were used continually for
the 2009 12-month period. 
o  Future 5-year and 10-year year forecasted contours will be developed using
predicted airport operations and fleet mix. 
o  Temporary noise monitoring will be conducted at approximately 10 locations
suggested by the public that represent a defined area not covered by existing
permanent noise monitors.

PUBLIC PARTICIPATION: 
On the evening of May 17th, Port Staff gave a Part 150 Study presentation to the Vashon-Maury
Island Community Council. The major concerns raised by the group included general increased
aircraft noise over Vashon and also the perception that flight tracks have been moved or aircraft
are flying lower.
The Part 150 Study Consultant, Rob Adams, provided a briefing to the Highline Forum members
on May 26th. At that meeting Mr. Adams gave an overview of the next public workshop and
provided the Forum with information on the noise monitoring efforts underway as well as
additional information on the noise modeling process. 
The last public workshop was held on June 9th at Cedarhurst Elementary School. Approximately
80 people attended the meeting including several elected officials from local municipalities, the
staff of state representatives, a representative from the FAA Regional Administrator's Office,
and a Port Commissioner.
The meeting was held in the workshop format with three breakout groups discussing the
following topics: 
Questions and comments heard at the first workshop and a discussion about how
they are being addressed both within and outside of the Part 150 Study process, 
A more detailed discussion on a few of the options for noise reduction, 
And, a discussion on the noise modeling and the noise data collected to date. 
At each breakout group the attendees were actively engaged in conversation to help with the
development of noise reduction solutions. Feedback received at the workshop indicated that the
community felt comfortable and preferred the smaller breakout group format of this meeting 
rather than everyone participating in one large group. At the end of the meeting, all three groups
were convened together and given ample opportunity to ask follow-up questions in the larger
group setting.

NEXT STEPS: 
During the next few months, the consultants will be working on the production of the current, 5- 
year and 10-year forecast. After the contours are completed, the study team can begin the
analysis to better understand the overall impact to sensitive land uses. The next Technical
Review Committee meeting is scheduled for early July where we will present the preliminary
Noise Exposure Maps for the existing condition and begin seeking input on the initial analysis of
the noise abatement alternatives with the city representatives and other committee members. The

team will also be briefing the Highline Forum in July and September. The next Public Workshop
is tentatively scheduled for early October where the contours will be presented for comment
along with any feasible noise reduction alternatives that are being carried forward. The project is
currently scheduled to be completed by the end of 2011, at which time it will be submitted to the
FAA for approval.
