Pierce County

ACTION REQUESTED: 
Request authorization for the Chief Executive Officer (CEO) to execute an Interlocal Agreement 
(IA), substantially as drafted, between the Port and King County, the City of Seattle, the City of
Tacoma, EPSCA, the WSP, the Valley Communications Center, Snohomish County and Pierce
County to participate in the Regional Executive Policy Committee Project Steering Committee 
(PSC), which is comprised of agencies contributing money to fund a study of the future
emergency communications system for the three county region of King, Pierce and Snohomish 
Counties. The Port's obligation under this IA is a one-time contribution of $20,000, which must
be paid within 45 days of signing. 
SYNOPSIS: 
The IH relates to the 800 MHz public safety communications system and provides the basis for
the local governments party to the agreement to cooperate on the funding of and provide a
project governance structure for a Consultant to study a variety of questions related to the
technical, governance and operational planning for the Next Generation Emergency Public
Safety Communications Network (the Network) for the three county region. Signing the IA
allow the Port to participate in the Project Steering Committee (PSC).  King County will act as
fiscal agent for the Project and enter into a Consultant contract. The Port will contribute $20,000

toward the cost of the Consultant using POSPD drug seizure funds.  By signing the 800 MHz
funding agreement, we are committing to participate on the PSC and pay our portion of the
Consultant cost within 45 days of the signing of the agreement.
BACKGROUND: 
The PSC is a sub-committee of the Regional Executive Policy Committee. The PSC members
are representatives of agencies that are contributing money to fund the Consultant's study and
the proposed development of a regional next generation emergency communications system to
include, if possible, voice and data. One person representing each funding agency is tasked with
participating in the review of the Consultant's proposed scope of work and the subsequent
deliverables and recommendations. 
FINANCIAL IMPLICATIONS: 
The Port contribution of $20,000 is to be funded from the POSPD drug seizure fund. These
monies must be expended for unbudgeted public safety purposes. This is a one-time contribution
toward the cost of a consultant to draft a regional plan. Several other government entities,
including the Washington State Patrol, King County, Snohomish County, and the City of
Tacoma are contributing various amounts toward the total project cost of approximately 1.1
million dollars. These amounts are stipulated on page 4 in the IA.
