SUBJECT:  Request to advertise for construction bids for the 2010 Airfield Improvement
Projects  Contract 1 at Seattle-Tacoma International Airport CIP 102038. 
REQUEST:  Request authority for the Chief Executive Officer to advertise and award a
construction contract for the 2010 Airfield Improvement Projects  Contract 1,
consisting of Apron Pavement Replacement and Taxiway G Signs at Seattle-
Tacoma International Airport (Airport). 
AMOUNT OF REQUEST: $0       SOURCE OF FUNDS: Passenger Facility Charges
(PFCs) and bonds. 
SYNOPSIS: 
This authorization will allow construction bids to be obtained for the scope of work under the
multi-year Apron Replacement Program (CIP C102038) that was earlier authorized in January
2003 by the Commission. This contract will be accomplished within existing authorized funds.
This project will not increase the Airport's forecasted cost per enplanement. The value of the
project is estimated to be $2,600,000. The total amount authorized for this CIP is $16,100,000. 
PROJECT DESCRIPTION/SCOPE OF WORK 
Project Statement:
Replacement of approximately seventy-eight (78) aging apron pavement panels, related utility
modifications and installation of Taxiway G signage. 
Project Objectives: 
The objectives of this project are to: 1) replace apron pavement at the Airport that has served its
useful life. Further, the objective is to replace pavement before it becomes a hazard to people
and aircraft through uneven surfaces, cracks and spalling; and 2) install airfield guidance signage
along Taxiway G in compliance with advised NASA safety system recommendations.

Scope of Work: 
This authorization is for the advertisement and award of the following scopes of work as shown
on attachment A: 
Replace approximately 13 apron concrete panels in the area south of the South Satellite 
Replace approximately 59 apron concrete panels and utility modifications in the area
between C Concourse and the North Satellite 
Replace approximately 6 apron concrete panels and utility modifications in the area north of
the North Satellite 
Install airfield guidance signs in relation to Taxiway G. 
STRATEGIC OBJECTIVES 
This project supports the Port's Strategic Objectives to Ensure Airport Vitality and Be a Catalyst
for Regional Transportation Solutions Strategies. This project will replace failed apron concrete
panels and provide safety and flight crew situational awareness along the Airport's Surface
Movement Guidance and Control System route, meeting advised compliance with the NASA
recommended safety initiative. 
ALTERNATIVES CONSIDERED/RECOMMENDED ACTION 
A. Do nothing. This alternative would allow the existing pavement to continue to deteriorate
with increased maintenance and an increased risk of pavement failure that could severely
affect aircraft operations and safety. Taxiway signage will not meet safety advisory
initiative. 
B. Delay the project. Delaying the project would defer the replacement of pavement panels and
the installation of new signage, increasing risks to aircraft operations and safety.
C. The preferred alternative is to continue the multi-year apron pavement replacement, in phased
annual projects, and install taxiway signage to minimize Airport operational impacts.

SOURCE OF FUNDS 
The apron replacement project is included in the 2010-2014 Capital Budget and Plan of Finance
under CIP #C102038. Funding for this project will come from a combination of Passenger
Facility Charges (PFCs) and bonds. The 2010 costs will be funded with existing revenue bonds. 
Taxiway G signage will be funded through the Airport Development Fund (ADF). 
ECONOMIC IMPACTS 
This scope of work will be accomplished within the existing budgets and authorizations. An
estimated 25 different jobs of varying crafts with an approximate average duration of 2 months
will be employed on-site to complete the construction contract.

ENVIRONMENTAL SUSTAINABILITY/COMMUNITY BENEFITS 
This project is in alignment with the Port's goal of improving the long term sustainability of its
facilities and operations. This project supports and incorporates environmental and safety
initiatives. 
TRIPLE BOTTOM LINE SUMMARY 
These measures are to facilitate a safe and secure environment for the airlines and the traveling
public and will improve the efficiency of airline operations.

BACKGROUND 
Approximately $13,400,000 has been spent to date for pavement replacement adjacent to 
Concourse A, various areas adjacent to the fuel hydrant system installation, the apron area
between Concourse B and the South Satellite, and the apron area adjacent to the Alaska Airlines
Hanger. 
The total overall airfield includes over 2300 acres of pavement to support aircraft. Although 2 of
the 3 runways are relatively new, they only comprise 3 % of the total area. The pavement being
replaced in this contract varies in age from 5 to 40 years and had a design life of 20 years. 
For airfield safety and compliance with a proposed National Aeronautics and Space
Administration (NASA) national safety initiative, additional Taxiway Guidance Signage along a
portion of the Airport's Surface Movement Guidance and Control System route are needed to
better identify Taxiway G. 
The Taxiway G signage is funded from the Airport Development Fund, Small Jobs CIP
C800017, and is being incorporated into this contract for administrative efficiency. Commission
authorization is not required for this portion of the proposed contract.

PREVIOUS COMMISSION ACTION 
On January 14, 2003, the Commission authorized the expenditure of $16,100,000 for a multiyear
Apron Replacement Program (CIP C102038).
On February 26, 2008, the Commission authorized the amendment of CIP C102038 to amend the
scope of work to include utility repairs and replacement within and in the vicinity of the work
area.
