12    The Port of Seattle Commission hereby adopts the attached charter of the 2018 Energy and
13    Sustainability Special Committee to develop policy recommendations and provide oversight in
14    pursuit of the environmental and sustainability goals as described in the Port's Century Agenda
15    and in the Commission's motion of October 24, 2017, and further elaborated in the attached
16    charter.

19                                     STATEMENT IN SUPPORT OF THE MOTION

21    An Energy and Sustainability Committee was originally chartered by the Port of Seattle
22    Commission on January 26, 2016. On October 24, 2017, the Commission passed a motion
23    supporting the committee's recommendation to align the Port's greenhouse gas reduction
24    goals with those of King County and the City of Seattle and instructing Port staff to develop a
25    Sustainability Evaluation Framework to assist the Port in meeting its greenhouse gas reduction
26    and sustainability goals. Adoption of the 2017 motion concluded the work outlined in the 2016
27    Energy and Sustainability Committee Charter.

29    The Port of Seattle Commission has identified the chartering of a new Energy and Sustainability
30    Committee as one of its top priorities for 2018. The Port has significant strategic environmental
31    decisions in 2018 and 2019 that will require an added level of oversight and engagement by the
32    Chairs of this Committee, Commissioners Fred Felleman and Ryan Calkins. The Committee will
33    undertake four primary subjects in its workplan: the Sustainable Project Evaluation Framework,
34    Sustainable Aviation Fuels, Blue Carbon, and an Environmental Awards update.

36    The  Sustainable  Project  Evaluation  Framework  was  proposed  by  the  2016  Energy  and
37    Sustainability Committee, chaired by Commissioners Courtney Gregoire and Fred Felleman. This
38    Framework will assist the Commission in making decisions on projects in a transparent manner
39    that explicitly reviews the social and environmental tradeoffs that occur in any project of
40    significance. The Committee will also guide four pilot projects that will inform the Framework
41    and propose a final Framework based on the outcomes of the pilot projects.

43    The Chairs will conduct oversight on the development of a Sustainable Aviation Fuels strategy
44    and implementation. Sustainable Aviation Fuels is one of the most signifianct ways the Port can
45    create greenhouse gas reductions in the region.

47    Blue Carbon is a new area of exploration for the Port that the Committee will support through
48    community engagements and partnerships. The Blue Carbon pilot project developed by a Port
49    of Seattle graduate intern, Victoria Knorr, will break ground this year and could have significant
50    impact on our greenhouse gas sequestration and regional partnerships.

52    Finally, the Committee shall update the Port's environmental awards with an eye towards
53    creating a comprehensive award that engages all of the Port's stakeholders and elevates the
54    community's sense of the Port's environmental innovation.

56    The Port of Seattle Commission, by this motion, charters the 2018 Energy and Sustainability
57    Special Committee to develop policy recommendations and conduct oversight in these four
58    primary areas to further the environmental and sustainability goals of the Port's Century
59    Agenda.
