Notice of Near-port Community Capacity Building Pilot Project Extension 
January 30, 2018 

Capacity building involves actions by all of the organizations participating in project efforts to improve
conditions and address impediments to effective functioning. While our planning incorporates flexibility
to provide space for full expression of issues in context and engagement among stakeholders for
collaborative development of solutions, unanticipated adjustments are sometimes needed to be
responsive to dynamic situations and emerging issues. 
Accordingly, in order to be responsive to our project partners' concerns and to facilitate durable
outcomes, we are extending the timetable for delivery of technical assistance to pilot projects until
September 30, 2018. 
This is certainly not a signal to slow down our activities, but rather additional notification that we are
now planning for our pilot project implementation activities to wrap up by the end of September instead
of June.
Please continue planning and implementation activities at an expeditious pace.

Limitations of Translatable Documents

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
