PORT OF SEATTLE MEMORANDUM COMMISSION AGENDA STAFF BRIEFING Item No. 7e Date of Meeting February 2, 2010 DATE: January 25, 2010 TO: Tay Yoshitani, Chief Executive Officer FROM: Ralph Graves, Managing Director, Capital Development Kathleen Gleaves, Emergency Preparedness Manager, Seaport Ron Harmon, Emergency Preparedness Manager, Aviation SUBJECT: Update on Emergency Management Planning - Green River Flooding This briefing provides an update on the Port's preparations for potential flooding on the Green River due to reduced capability of the Howard Hansen Dam. Topics include: Port planning organization and staff communications measures are in place and drilled. Procurement and setup of emergency generators for SeaTac International Airport are complete. Priorities and procedures for responding to public and private requests for real estate facilities to relocate from the flood-threatened zone are in place. Five formal requests have been received. There currently only two open requests, the remaining three were cancelled or denied. Port employees have met with representatives of Kent and Tukwila to review POS preparations and review our procedures for requesting emergency use of POS land. The Port has agreed in principal to enter into an agreement with King County for emergency use of the Smith Cove Cruise Terminal. Draft License Agreements prepared by the Port were presented to county representatives on January 12th, 2010, and are under consideration by King County Emergency Management and King County Legal staff. Meetings are scheduled in February to finalize contracts. Internal accounting project codes have been established for tracking expenditures of time and materials for current planning and future response and recovery activities for all Divisions. An Employee Emergency Notification line is established for personnel to ascertain operating conditions in their facilities (206-787-3700) After considering options including Extended Illness Leave (EIL), Paid Time Off (PTO), and Shared Leave, it was determined that employees impacted by flooding in their homes will be able to use PTO. EIL is not available unless the employee is injured. Legal is researching the COMMISSION AGENDA Tay Yoshitani, Chief Executive Officer January 25, 2010 Page 2 of 2 options for Shared Leave and a report is expected soon. Departmental telecomm uting options may also be available in some cases. HB2787 introduced in the state legislature on January 14 to provide $25 million for flood prevention and relocation costs associated with Green River flooding.
