Dear Washington State Elected Officials,
There is a 2018 budget proviso currently proposed by Representatives Mike
Pellicciotti and Tina Orwall for an Airport Impact Study, I ask you all to support it.
Sea-Tac International Airport has been the fastest growing airport in the United
States for several years and the 6th fastest growing airport in the world. Add Sea-
Tac's major expansion plan and the removal of thousands oftrees either for "safety"
or the Port's own property development, trees that were in fact planted under the
FAA's own 1978 "Airport Landscaping for Noise Control". A program which was
cancelled by the FAA without reason and more importantly without consideration to
the impacts on the surrounding communities, but cancelled nonetheless by the FAA
in 2010.
More than 21 years have passed since the last airport impact mitigation study was
completed and the airport has more than doubled in traffic since. Yet, an aggressive
Century Plan has been released, one that outlines a growth at Sea-Tac International
Airport with passenger capacity at 66 million and cargo expansion at approximately
750,000 cubic metric tons. Did you know that this is more passenger traffic than

International Airport is on only 2,500 acres, yet the Port of Seattle has plans to grow
at an unimaginable rate, an amount of air traffic that undoubtedly will pressurize the
communities below in both noise and health impacts.
It is simply illogical to think an airport the size of Sea-Tac at 2,500 acres with 3
runways can accomplish the same amount of air traffic as Dallas Fort Worth with 7
runways and over 17,000 acres. How can this growth plan even be considered
without a full impact mitigation study?
As a voter, resident, and community member impacted daily by the airport, I ask that
you strongly support Representative Pellicciotti and Representative Orwall's Airport
Impact Study budget proviso. It is simply the correct measure for each and everyone
ofyou to stand behind.

This study must be conducted in partnership with the State of Washington and
surrounding airport cities, with absolutely no financial support from the Port of
Seattle.
A track record of action is an honorable legacy, please do not let this impact study fall
through the cracks on your watch. We the surrounding communities need this, our
children deserve this.

Ihave lived in Des Moines now for a little over a two years. The airplane noise was
nothing like it is today, it is constantly noisy, 24ll. It used to be busy for maybe three
hours or so, now Ihear airplanes all night long. Why can'tanother airport location be
considered for the Seattle area? We live our lives under the increased noise and there
are plans to increase air traffic considerably. Is it all about money and the taxes it
generates or do you care at all about the citizens you work for?

Public health, especially for those who grew up under the flight paths... and or those
now living there should be your #1 concern... and money should be budgeted
specifically to STUDY and utilize ALL information, MUCH OF WHICH IS ALREADY

Noise abatement has been in affect since 1972 developed during the days of B707s, B727, DC10s, L1011s, all
which were much noisier aircraft. Modern aircraft are much quieter and climb better. 5 DME south of the airport
at or above 3000ft is still a requirement unless weather such as thunderstorms, lightning or turbulence
becomes a factor.

feel like they need to address the health and noise issues before they go spending
millions of dollars to continue making us all sick for their monetary gain, and it's not
like anybody benefits from it but the city while the residence just get to pay higher
taxes, and the unfair part about all of it is we don'teven get a chance to be heard or
even vote on it.
They have their secret squirrel meetings and then just spring it on us what the plans
are for our future, and Ifor one don'tapprove it.we just don'thave the room for it and
no place to expand to unless they rake more people'shomes from them, the whole
thing just makes me mad knowing what Ido about the health issues it's causing and
the death all around me and instead of fixing the big issues they want to make it
bigger, you can word it whatever way you want to because I could go on and on, but I
will stop here, the bottom line is they need to involve the people in what'shappening
in city and they need to do it the environmental issues before they spend millions to
make more people sick!

All 3 runways fly directly over my house. You can'teven hold a conversation outside

This study needs to be made before and new growth occurs at Sea Tac. Paine Field
needs to be opened up as another airport or Moses Lake, would be great for cargo at
the least

Clearly SeaTac is not as large as other airports handling such growth, noise, and
environmental impacts. With earlier expansions, impact studies designated specific
areas of noise impacts. These parts of the community were able to purchase and
install noise reduction packages free and/or at a reduced cost. Many of the airport
package triple pane windows, are leaking, stick to the point they are unable to open.
The Port has not acknowledged complaints. Are these issues going to be addressed?

Sea-lac'sgrowth is untenable. Yes the economic growth is great, but people live here.
There'sno reason why the Port can'tpartner with Paine field with shuttles running
between the 2 airports to help alleviate the growing pains.

Two things cannot occupy the same space at the same time. Likewise, human beings
do not thrive while living inside a jet engine. Yet, that is was is happening to those of us
who live near Sea-Tac airport. When Imoved into my house in 2014, airplane noise
was a minor inconvenience, akin to occasional visits by Harley owners. Now, Ihave a
whole fleet of Harleys roaring around my house 19 hours or more per day. It wakes me

I live on Vashon Island under the new HAWKZ focused NextGen RNP. Flight paths that
used to be widely dispersed in a swath miles wide, are now in a razor sharp line 100
feet wide. At the same time altitudes were lowered more than 2000 feet. What used
to be a peaceful rural Island is now dominated by plane noise. It's ruined my life.

The increase in disturbance due to airport traffic is making South Seattle and indoor
only area, and then sleep is hard to come by. Please force the flight patterns to fly

There's a lot more airplanes landing and take off seen in this neighborhood recently.
Their noise are very loud even we are inside the house with all doors and windows
closed We can't rest at all even at night . We're are living in Redondo Get to the point

Remember, the explosion of people moving into the Seattle area is the major cause of
more planes. We want our economy to be strong, this is the consequences that come
with it. I'm afraid it's a losing battle, where is it possible to find another route, it won'tbe
Downtown Seattle, or rhe Eastside. Money Is the driving factor.

Athird runway did not exist when we bought our house. It was then forced upon the
community with the promise that it would be a dependent runway for use when
weather conditions required additional separation. As soon as it was built it began
being used every day 24 hours a day. we can no longer hold outdoor get-togethers

Western Washington needs a second airport to reduce the aircraft traffic around
Seatac. Iassume the bulk of increased cargo traffic will mean many more flights in the
overnight hours - not very neighborly!

Please support the budget proviso proposed by Representatives Mike Pellicciotti and
Tina Orwall which calls for an Airport Impact Study.


It has been over twenty years since the last airport impact study was done. Sea Tac
Airport is currently the fastest growing airport in the United States. According to the
Century Plan, Sea Tac Airport is planning to add more passenger traffic than Dallas
Fort Worth has, yet The Dallas Fort Worth airport has seven runways {compared to our
three) and has over 17,000 acres (compared to our 2,500 acres).


This astounding and dangerous growth rate in such a small space will increase the
already unbearable noise and health impacts on the communities beneath the flight
paths. How can such a massive growth rate even be considered without a full impact
mitigation study? This study must be done by Washington State and the surrounding
airport cities with no connection to and zero funding or any financial support from the
Port of Seattle.


As a community member, voter and community advocate I urge you to support
Representative Pellicciotti and Representative Orwall'sAirport Impact Study budget
proviso. You have the lives of thousands of children in your hands. Iask you to do the
right thing.

The Port's3rd Runway EIS made unrealistic assumptions that allowed them to not
provide mitigation when that runway was built. The impact study should show that the
Port's EIS was a sham document and dramatic mitigation was required.

Concern for our health, environmental health, noise levels, property
values. The Port of Seattle is enlarging the Airport when based on the
size of ground available and residential area surrounding it we are
tapped out an they need to stop pushing more at us that live around

Please support the budget proviso proposed by Representatives Mike
Pellicciotti and Tina Orwall which calls for an Airport Impact Study.


It has been over twenty years since the last airport impact study was
done. Sea Tac Airport is currently the fastest growing airport in the
United States. According to the Century Plan, Sea Tac Airport is
planning to add more passenger traffic than Dallas Fort Worth has, yet
The Dallas Fort Worth airport has seven runways (compared to our
three) and has over 17,000 acres (compared to our 2,500 acres).


This astounding and dangerous growth rate in such a small space will
increase the already unbearable noise and health impacts on the
communities beneath the flight paths. How can such a massive growth
rate even be considered without a full impact mitigation study? This
study must be done by Washington State and the surrounding airport
cities with no connection to and zero funding or any financial support
from the Port of Seattle.


As a community member, voter and community advocate I urge you to
support Representative Pellicciotti and Representative Orwall'sAirport
Impact Study budget proviso. You have the lives of thousands of
children in your hands. Iask you to do the right thing.

The Port's 3rd Runway EIS made unrealistic assumptions that allowed
them to not provide mitigation when that runway was built. The impact
study should show that the Port's EIS was a sham document and
dramatic mitigation was required.

Sea-Tac International Airport has been the fastest growing airport in
the United States for several years and the 6th fastest growing airport
in the world. Add Sea-Tac's major expansion plan and the removal of
thousands of trees either for "safety" or the Port'sown property
development, trees that were in fact planted under the FAA's own 1978
"Airport Landscaping for Noise Control''.A program which was cancelled
by the FAA without reason and more importantly without
consideration to the impacts on the surrounding communities, but
cancelled nonetheless by the FAA in 2010.

The irresponsible abuse of our airspace above us without any regard for
those that live directly under the highly concentrated FAA NextGen air
routes purely for airline and PoS profit ($22B regional impact 2017
alone) is enough to make me want to throw up. The current southern
departure for Asian routes that turn west and then out over the Des
Moines, Federal Way, Dash Point, Brown's Point and NE Tacoma at
unnecessarily low altitude while maneuvering is a hazard; if you view
this route on a map you'llsee it isn't possible to actually overfly any
more inhabitants than this situation. Simply flying a few miles further
south and higher altitude prior to turning would put all that traffic over
industrial areas and not over human and wild life. Keep business over
business and let the rest of us affected be able to live in reasonable
peace!
Seatac airport's growth plan simply are undoable without serious
impact to the surrounding community. I've lived at the north end for

dust. Despite POS protests to the opposite, the planes are coming in
lower, creating more wake turbulence on the ground. And the POS

Isupport this study. I live under the third runway. My quality of life has
been impacted by the near constant noise by the airplanes. It's hard to
think and concentrate on what I need to do by the noise. It'sfrustrating
to be woken up by airplane noise in the middle of the night, in the
summer, if I'm sleeping with the window open.

Traffic since the 3rd runway, which by the way was to be not a full time
runway, a big lie has air traffic running late into the night with 2 to 3
planes flying over the same time making it impossible to even hear one
self think let alone hold a conversation. The noise has become more
intolerable rather than annoying. Isupport this Impact Study and feel it
is absolutely necessary. The soot from the plane traffic is very
noticeable as well.

Iam asking for air studies, environmental concerns be addressed as
well as the toxic omissions that rain down on the citizens of the South
Sound. Planes flying 500 feet above residential areas is beyond
irresponsible. Citizen health is primary concern. Any removal of trees is
NOT helping with the chemicals that pollute our air and water. Stand
up for citizens right to fresh air and clean drinking water. Most of our
water in South Sound is from groundwater run off. This is important
because the toxic chemicals are making their way into our lakes,
streams and wetlands.

After being a frequent flyer in the US and to various places around the
world for 40 years, I had to stop flying in 2008. Icould no longer
handle the physical and mental duress of what flying had become.
Since 1997 the airport became a neighbor of mine when I purchased
my condo. They were planning to build the 3rd runway then. So I have
kept a very close watch on the airport and it'soperating plan. And now
it is having a negative impact on me right down to the "Black Soot''.jet
fuel emission that collects on my deck and deck furniture. This is just

I moved farther away and now the planes are circling overhead, 20
miles away. The noise is horrible. Rumbling and loud and we don'tlive
near the airport. The big lie was the 3rd runway. It was only to be used
for emergencies. Well we know better now. Don'tbelieve what the

Expanding flights from SeaTac needs to be addressed. Perhaps we
need to plan for the future and realize 1airport isn'tgoing to work. Let's
start developing alternative solutions to airline growth and look at an
Airport on the east side (Bellevue, Kirkland, Redmond).

Igrew up near the flight path, beginning in 1956. Iwas never bothered
by airplane noise or ultra fine particle dust until the last few years.
Planes fly over non-stop, and everything is covered in black soot! I
have Crohns Disease, as did my Dad. One of the autoimmune diseases
possibly caused by airplane emissions.

No further growth should take place until there are thorough studies of
the environmental impacts on the surrounding communities. New York
has two major airports. It may be time to consider a second airport for
our metropolitan area in a different area.. The South End has had the
advantages and disadvantages of proximity to the airport. Now is the
time for another area to be considered. We do not need more sound
polution nor more burnt jet fuel particles showering down on our
homes and our children.

Take a walk on the serene, lovely Des Moines Creek Trail, just don't
expect to be able to have a conversation due to the plane noise. Enjoy
the trees before they are removed, the air before it is completely
unhealthy, and imagine the impact the noise and pollutants have on

Absolutely absurd given the position of the airport. The whole of
eastern Seattle is already plagued with noise and emissions from the

It is absolutely criminal not to complete another airport mitigation
study. In 2015 planes leaving SeaTac airport emitted 6 million tons of
- 927 SignaturesGoa~ 1,000  carbon dioxide, what a large coal burning power plant would emit. You
wouldn'tbe able to expand a large coal burning power plant without
filing an EIS and studying the impacts so why is the PoS able to get
away with expanding their pollution footprint. This doesn'teven count
the increased noise pollution from SeaTac and the particulate
emissions.

planes at 6 a.m. to midnight each hour of the day. Ifear how this noise

I have lived and worked in the Burien area for almost 14 years. In the
last 1-2 years I have noticed a SIGNIFICANT increase in loud jet noise
directly over my home. SeaTac airport has gotten too big for its britches
and other options needs to be explored. And those options shouldn't
include expanding the airport even further without compensating the
homeowners affected, or ignoring the fact that both Everett and
Tacoma need to have an airport that takes its fair share of traffic.

The thirdvrunway was to only be used in severe weather and
emergency situations. They use it everyday. We were to get funds for
school improvements. Where is that?

As a long time resident and homeowner I have been directly impacted
by the changes in flight path and altitude directly over my home near
Celebration Park. It is impossible to enjoy an evening on our deck now
due to jets buzzing over low enough that you can count the windows
on the plane. Likewise the noise from the jet traffic starting early in the
morning disrupts a good night sleep. Why do they need to approach so
low this far from the airport? Ialso wonder about the air quality and
whether it is safe to grow my own vegetables in our garden. Ifully
support an environmental impact study to get these questions
answered and see a reasonable, mutually respectful solution to the
growing air traffic.

II moved to Normandy Park knowing it was by an airport. However, even in the few years we've
been here, noise has increased exponentially. There are nights that the sound actually wakes us
up. Iam interested in solutions that foster growth, but also heavily take into consideration the
noise and health of the surrounding communities.

We fought the third runway and it cost the citizens of Normandy Park
3-4 million dollars. This tract of land at the airport cannot sustain the
kind of growth that is projected without hardship and decreased health
to the citizens of the surrounding cities.

I'm deeply concerned about the increased air traffic day and night, noise and air
pollution, planes flying lower, louder and more frequently. We moved to Des Moines 8
years ago planning to raise our kids and retire here, but its gotten to the point where
not even the sound ordinance double windows and sliders can contain the sound, it's
driving us crazy and we're ready to move.

This FAA plan is totally insane and cruel to the people who the FAA decides to fly 1900
ft and lower over their houses. There is no mitigation and buy outs for these people
who are suffering from noise, sleep depravation, cancer from the disease causing jet
fuel emission fall out over their houses.

There is known scientific data about the life threatening impact airplane noise,
emissions and vapors have on people'shealth. A study hasn'tbeen done around
SeaTac for over 20 years and since then SeaTac airport added the 3rd runway and
increased the frequency of flights and reduced altitude of aircraft flight paths. Puget
Sound needs this study done!

All NextGen has done, is made it worse with lower altitudes and noise. 20-30 second

Sea-Tac Airport is expanding to the same operations as Dallas Fort Worth, they are too
small for this. Communities are suffering and it will only get worst. We need a new a
