East Marginal Way Phase II Project (WP#104866) Briefing 
Argo Yard Truck Roadway Project (CIP #C800546) Briefing 
SYNOPSIS 
This briefing is to provide the Commission with an update regarding the East Marginal
Way Grade Separation (EMWGS), East Marginal Way Phase II, and Argo Yard Truck
Roadway projects.  Staff will return to the Commission on April 22, 2014 for
authorization to execute agreements with project stakeholders, authorization to advertise
for construction bids, and authorization of construction funding, as applicable. 
BACKGROUND 
The EMWGS project has achieved the construction of a new vehicular overpass structure
separating vehicular traffic from rail traffic at the intersection of lower Spokane Street
and East Marginal Way South. A Memorandum of Agreement (MOA) has now been
finalized between the Port and the City of Seattle (City) regarding the design, permitting,
construction, financing, transfer, use, and related aspects of the structure and related
public improvements. Port staff will return April 22 to request authorization for the Chief
Executive Office to execute the MOA and to begin the conveyance of related properties
and easements to the City. 
The East Marginal Way Phase II project will complete surface street improvements at the
south end of the EMWGS structure that will eliminate the last remaining conflict between
rail traffic and northbound traffic accessing the structure. Additionally, proposed project
improvements to be constructed beneath the new, adjacent SR 99 structure will enable
southbound freight traffic from the EMWGS structure to cross East Marginal Way South 
and access the proposed Argo Yard Truck Roadway. Port staff will return April 22 for
authorization to advertise for construction bids, execute construction contracts, and fund
the construction phase for this project. 
The Argo Yard Truck Roadway project will result in a new dedicated direct freight
access route from East Marginal Way South to Union Pacific Railroad's Argo Intermodal
Yard.  A  Supplemental  Agreement  to  the  previously  approved  Memorandum  of
Understanding (MOU) has now been finalized between the Port and the other project

stakeholders  the Freight Mobility Strategic Investment Board (FMSIB), the City of
Seattle, Union Pacific Railroad, and Prologis LLC. Port staff will return April 22 for
approval of the MOU Supplemental Agreement and the related required stakeholder
easement agreements and for authorization to advertise for construction bids, execute
construction contracts, and fund the construction phase for this project.

May 18, 2010 - Commission authorized an EMWGS project change order for a
not-to-exceed amount of $430,000. 
May 11, 2010 - Commission authorized a Purchase and Sale agreement between
Port of Seattle and Ash Grove Cement Company for a portion of Ash Grove's real
property for EMWGS project. 
November 30, 2009 - Commission approved agreement for early termination of
Clear Channel Outdoor, Inc.'s leaseholds and settlement of any claims related to
the removal of certain signs on Port-owned property acquired for EMWGS
project. 
March 24, 2009 - Commission authorized an (1) increase of previous EMWGS
Project Authorization by the amount of $17,200,000 resulting in a total Project
Authorization of $50,700,000, and (2) advertise for bids for a total of $50,700,000 
January 13, 2009 - Commission Project update of EMWGS project. 
April 11, 2006 - Commission authorized project-wide elements for EMWGS
project total of $34,500,000. 
December 9, 2003 - Commission authorized EMWGS project design refinement. 
April 9, 2002 - Commission authorized  EMWGS project  conceptual design
development. 
July 14, 1998 -  Commission approved Resolution No. 3283 to authorize
participation in the FAST Corridor.
