PORT OF SEATTLE MEMORANDUM COMMISSION AGENDA Item No. 6a Date of Meeting August 4, 2009 DATE: July 17, 2009 TO: Tay Yoshitani, Chief Executive Officer FROM: Burr Stewart, Strategic Planning Manager SUBJECT: Adoption of the Century Agenda Guiding Principles BRIEFING OUTLINE Review the Expert Panels' Guiding Principles Adoption of the Expert Panels' Guiding Principles as input for the Century Agenda process EXPERT PANEL REPORT The Port of Seattle began creating the "Century Agenda" in 2008. The Century Agenda is a comprehensive strategic plan that focuses on the Port's next quarter-century of business and operations. In 2008 the Strategic Planning Team established four expert panels to draft guiding principles for the Century Agenda Strategic Plan. The four Expert Panels consisted of a Port Commissioner, a senior Port executive, and volunteer stakeholder representatives,. Each panel focused on one of four topics: Green Port Strategy, Social Responsibility, Real Estate and Land Use, and Funding Policy and Strategy. The expert panels held 11 meetings in 2008, totaling over 30 hours of collaboration. The Expert Panels recommended 22 guiding principles, including five shared principles that are common to all topics. These guiding principles are detailed in the Expert Panel report. By passing a motion adopting the expert panels' guiding principles, the Commission anticipates these principles will shape future Port policies, and be integrated into the Century Agenda Strategic Plan, to be presented in 2011. NEXT STEPS Upon adoption, the Commission requests the Chief Executive Officer to use these principles as guidance for budget preparations. In early 2010, the principles will used as guidance for updating the Mission, Vision, and Values statements of the Port of Seattle. ACTION REQUESTED Adoption of the Century Agenda Guiding Principles. Statement in support of Motion The Port of Seattle began planning for its 2011 Centennial by creating the Century Agenda - a vision for carrying out the Port's mission in the first quarter of its next century (2011-36). The goal of the Century Agenda is to refresh the Port's strategic plan and mission statement, using a four-year process that builds on the accomplishments of the past century while looking toward the emerging challenges of this century. The Century Agenda has been a collaborative process, open to the public, engaging customers, tenants, business interests, neighborhoods, partner agencies, civic organizations, advocacy groups, King County residents, and employees. Four expert panels focused on Green Port Strategy, Social Responsibility, Real Estate and Land Use, and Funding Policy and Strategy. The panels held 11 meetings in 2008, totaling over 30 hours of collaboration. The Century Agenda process will continue to serve as an opportunity for the port to engage the broader community in helping shape a common vision for how the Port of Seattle can best serve the public interest. Motion The Commission hereby adopts the Century Agenda Guiding Principles, and anticipates these principles will drive and shape future port polices. The Commission hereby requests the Chief Executive Officer to use them use as guidance for budget preparation.
