Prepared Remarks by Bill Winkelman, NAC Chairperson

Hello, my name is Bill Winkelman and I am the Facilitator and Chair of the Neighbors
Advisory
Committee comprised of representatives from the Magnolia
Community Council and Queen Anne
Community Council along with representatives from the Port of Seattle.
I would like to begin by thanking the Port for its
support of the NAC. I would also like to acknowledge the
role of Rosie Courtney, the primary port representative and staff
support for the NAC as well as Pam
Xander who prepares minutes for NAC meetings. I would also like to thank the volunteer
representatives from each of the community councils and Don Harper of Queen
Anne and Fred
Rapaport of Magnolia for their assistance in drafting the annual
report for 2016 and 2017.

The community councils appreciate the Port's commitment
to keep NAC informed and the staff's
willingness to review project details early on. During 2016 & 2017, NAC
was especially appreciative of
former Maritime Managing Director Lindsay Pulsifer, who attended
many NAC meetings before her
retirement and was accessible, engaged, and community focused.

I come to this role through 501 Commons,
a Seattle nonprofit that administers this
engagement, and
have been a volunteer consultant with 501 Commons for
nearly 15 years. I was not aware of the
Terminal 91 Short Fill Development Agreement until approached by 501 Commons
as to this role. As a
consultant with governance and board development experience, I have been impressed with both the
operational functioning of the NAC and the enthusiasm and spirit of the working
committee. It fulfills its
mission of keeping all parties updated
on ongoing issues and upcoming projects. It has been heartening
to see the alignment of all parties to adhere to the terms of the
Redevelopment Agreement. The NAC
also functions as a forum where issues not technically
part of the original agreement are addressed, and
this flexibility has helped maintain the trust and working
relationship of all parties.

Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
