SUBJECT:   Authorization for Critical Work


On Tuesday October 2"", the 2018 Taxiway Improvements Project team
performed a site visit to
Taxiway S to finalize the requested additional repairs in response to previously unidentified
deterioration.  At the site visit, it became evident that a greater amount of
pavement was
displaying deterioration.  Given the widespread nature of the distressed payement,
we request
to proceed with a full mill and asphalt overlay of Taxiway 8, plus replacement
of the out-dated
taxiway centerline and hold-bar lighting since deterioration around the current fixtures are
prone
to spalling and creating additional foreign object debris (FOD).

This Taxiway S scope of work is currently programmed in 2020, necessitating
a runway closure.
If we complete this work during this 2018 runway closure, the 2020 closure
can be eliminated.  If
we do not perform this work now, and the deterioration continues, then
we shall likely have to
close Taxiway 8 until 2020.

This added scope of work will not change the current
runway closure duration and does not
impact the critical path if we get started immediately. The added cost can be accommodated
within the construction contingency budget.

A contract change order is necessary to perform this work, potentially with
extended unit price
bid quantities. The total order of magnitude cost for this work is in the
range of $500k-$600k.

It is requested that the Executive Director make a finding that critical work
needs to be
performed to repair Taxiway S and authorize this additional scope of work with expedited award
of a construction contract change order up to $500k preceeding Commission authorization.

Limitations of Translatable Documents
