Metruck, Executive Director FROM: Wendy Reiter, Director Aviation Security SUBJECT: Credential Center Background Check Contract Authorization (Short Form) Amount of this contract: $1,000,000 ACTION REQUESTED Request Commission authorization for the Executive Director to execute a contract for a provider of Transportation Security Administration (TSA) background checks for Sea-Tac airport badge holders. The contract will be executed for up to a ten-year period and an estimated value of $1,000,000. SUMMARY The Sea-Tac Airport Credentialing Office printed over 23,000 badges in 2018, almost all requiring background checks provided by TSA through a designated aviation channeler (DAC) that communicates directly with TSA and FBI databases. This contract will be procured through a competitive process between the two DACs certified by the TSA to provide this service. While the contract is for a ten-year period, it will be negotiated to contain an exit option should business or product strategies change over the course of the contract term. The current contract expires in 2020. The estimated contract amount is a significant reduction from the current contract due to process and technology improvements that remove the requirement for annual or bi-annual rechecks on existing badge holders. No funds are authorized as part of this request. Annual costs will be budgeted in the Aviation Security Operating Budget. There are no attachments to this memo. Template revised April 12, 2018.
