SUBJECT:  FAA Reimbursable Agreements for Surface Area Management System (SMS) Project

ACTION REQUESTED 
Request Commission authorization for the Executive Director  to enter into reimbursable 
agreements with the Federal Aviation Administration to perform technical and/or engineering
support, design, and implementation services to support the design and installation of a Surface
Area Management System at Seattle-Tacoma International Airport for an estimated amount of
$120,000. 
SUMMARY 
On June 11, 2019, Port Commission authorized the Surface Area Management project to
procure and implement a system to improve airfield situational awareness and provide forensic
and analytic information on airfield operations at Sea-Tac airport. The solution, selected via a
competitive procurement,  includes the installation of sensors in the movement and nonmovement
areas of the airfield with potential impacts to Federal Aviation Administration (FAA)-
owned facilities. This authorization allows the Executive Director to enter into agreements with
the FAA for planning activities, requirements and recommendations, and implementation
activities as they relate to FAA facilities. 
Funding for this work has been budgeted in the Surface Area Management project, CIP
#800650. No additional funds are requested. 
JUSTIFICATION 
The purpose of this Agreement between the FAA and the Sponsor is to provide funding for FAA
services limited to labor, travel, and expenses required to perform limited technical and/or
engineering support, design, and implementation services to support the Sponsor's project to
design and install a Surface Area Management System (SAMS) comprised of approximately 33
remote sensors in the nonmovement and movement areas of the airport with potential impacts
to FAA-owned facilities.

It has been determined that competition with the private sector for provision of such material,
supplies, equipment, and services is minimal; the proposed activity will advance the FAA's
mission; and the FAA has a unique capability that will be of benefit to the airport while helping
to advance the FAA's mission. 
Scope of Work 
The scope of the Reimbursable Agreement supports technical consultation, site visits, feasibility
assessments, project planning, scope definition, development of cost estimate(s), review of
design packages, development of FAA design packages, construction oversight, modification,
removal, and restoration required to address impacted FAA NAS facilities. 
The FAA will perform the following activities:
1.  Perform planning activities including technical consultation, engineering, design review,
site visits, feasibility assessments, project planning, scope definition, development of
cost estimate(s), development of design packages, and travel in support of the
reimbursable agreement program management. 
2.  Provide requirements, recommendations, and/or existing documentation related to FAA
facilities impacted by the project. 
3.  Perform limited implementation activities for the modification, removal, or restoration
of FAA facilities.  This may include technical consultation, construction oversight, site
visits, revision of facility drawings, technician overtime, and travel in support of the
reimbursable agreement program management. 
4.  Provide access to impacted FAA facilities.

June 11, 2019 - Authorization for the Executive Director to (1) proceed with the airfield
Surface Area Management System project at Seattle-Tacoma International Airport; (2)
execute a contract for required hardware, software, vendor services, and maintenance 
for the Surface Area Management System; (3) proceed with design for sensor and
camera installation, (4) use Port staff for implementation; and (5) execute a contract for
up to ten years for license, service, and maintenance fees
