Item Number: 8a_reso Meeting Date: May 26, 2020 1 RESOLUTION NO. 3775 2 3 A RESOLUTION of the Port of Seattle Commission establishing the 4 Century Agenda Policy Directive to codify goals that 5 will guide the strategic planning, budget, and 6 resource allocation throughout the Port of Seattle. 7 8 9 WHEREAS, all authority of the Port of Seattle is vested with the Commission in its 10 actions as a public body under Title 53 RCW, and the Commission vests authority with the 11 Executive Director and delineates Commission and Executive Director responsibilities through 12 the Delegation of Responsibility and Authority; and 13 14 WHEREAS, in December 2012 the Port of Seattle Commission adopted a motion 15 approving the Century Agenda which included strategies, objectives, and regional initiatives to 16 achieve the Port's 25-yearvision of adding 100.000 jobs through economic growth, for a total 17 of 300,000 port-related jobs in the region, while reducing our environmental footprint; and 18 19 WHEREAS, the Port of Seattle sees the Century Agenda as foundational guiding business 20 planning and strategic resource allocation across the Port of Seattle; and 21 22 WHEREAS, in April and December 2017, the Port of Seattle Commission adopted a 23 motion to amend the Century Agenda to include carbon-emission reduction goals for Scope 1, 24 and 3 emissions, and Scope 2 emissions, respectively; and 25 26 WHEREAS, in December 2017, the Port of Seattle Commission adopted a motion to 27 amend the Century Agenda to include goals to increase participation by minority and women 28 owned and controlled businesses in Port contracting; and 29 30 WHEREAS, in September 2019 the Port of Seattle Commission adopted Resolution No. 31 3761 that amended the mission to the following: "Founded in 1911 by a vote of the people as a 32 special purpose government, the Port of Seattle's mission is to promote economic 33 opportunities and quality of life in the region by advancing trade, travel, commerce, and job 34 creation in an equitable, accountable, and environmentally responsible manner."; and 35 36 WHEREAS, the Port of Seattle is committed to sustaining and creating family-wage jobs, 37 preserving the maritime and industrial lands that serve our seaport and airport facilities, 38 supporting small businesses, workforce development, tourism and economic development; and 39 Resolution No. 3775 Century Agenda Policy Directive Page 1 of 2 40 WHEREAS, the Puget Sound region has changed since the adoption of the Century 41 Agenda in 2012 with Seattle's population growing 18 percent from 611,000 in 2012 to 725,000 42 in 2019; international passengers at Seattle-Tacoma International Airport was 260,000 in 2012 43 it was 408,000 in 2019; and regional unemployment rate was 8 percent in 2012 and at 4 44 percent in 2019; and 45 46 WHEREAS, the Century Agenda needs to be agile and adaptable to the changing 47 landscape of the region; it must also be in alignment with current Port of Seattle policies and 48 strategies; reporting on progress needs to be streamlined with metrics that are meaningful, 49 accountable, and easily collected; and duplicative planning and reporting are reduced; and 50 51 NOW, THEREFORE, BE IT RESOLVED by the Port of Seattle Commission as follows: 52 53 SECTION 1. The Century Agenda Policy Directive as shown in Exhibit A is hereby 54 established. 55 56 SECTION 2: The Century Agenda Policy Directive shall be labeled and catalogued as 57 appropriate, together with other Commission Policy Directives, and shall be made 58 readily available for use by Port staff and members of the public as a governance 59 document of the Port of Seattle. 60 61 ADOPTED by the Port of Seattle Commission at a duly noticed meeting thereof, 62 held this _____ day of ________, 20 20, and duly authenticated in open session by the 63 signatures of the Commissioners voting in favor thereof and the seal of the commission. 64 65 66 67 68 69 70 71 72 73 74 75 Port of Seattle Commission Resolution No. 3775 Century Agenda Policy Directive Page 2 of 2
