Power Services Supply with BPA
Purpose
Authorization to acquire 3 megawatts of power from Bonneville
Power Administration for 1-year period beginning Oct 1, 2020
Fulfills a 2018 commitment to acquire non-federal resources in
addition to existing BPA resources
Product
BPA's non-federal power is 95%+ greenhouse gas or carbon free
3 megawatts represents ~18% of total SEA electrical portfolio
At current pricing of ~3.6 cents per kWh, this one-year block of
power is valued at ~$1M

Power Services Supply with BPA
Delivery
BPA will acquire the 3MW power supply and will schedule and deliver
that power to SEA
BPA will supply the balance of the power requirements through the
SEA allocation of federal power
Benefits
Single supplier coordination for transmission and ancillary services
Established Terms and Conditions
Risk  failure to acquire the non-federal resources will trigger
the penalty rate of 15 cents per kWh
