South King County Fund December 2020 1 SOUTH KING COUNTY FUND TEAM SKCF Executive Team Special Thanks: Pearse Edwards Carol Hassard Sally del Fierro Dawn Hunter Bookda Gheisar Sofia Mayo Alison Beason Ryan Stamper Andy Gregory 2 The State of Washington issued a regional Creation of the South King quarantine in response to South King County Fund Motion COVID-19 County Fund 2019 April 2020 Commission 2018 March 2020 History Development of the Port Commission included South King County Fund "Economic Development" Eight guiding principles to the uses 3 COVID 19 and South King County Area 4 COVID 19 and South King County Area Vulnerabilities: Historical Inequities Compounded by Generations Economical Environmental Political Threat of Chronic Conditions: Asthma Diabetes Heart Disease Hypertension Vulnerable Communities 5 2020 South King County Fund Overview Economic Development Environmental Grants Support for WMBEs $250K $250K Economic Recovery $1 Million 6 Economic Recovery Funding The Port announced the first round of funding, for non-profits and community groups July 2020 The fund supports projects in four focus areas: Small Business Assistance Workforce Development Job Creation Development of New, Innovative Economic Recovery Strategies 7 7 Process Highlights Advertised for 2 months 3 informational sessions 90 participants Evaluation Criteria: Organization Targeted Audience Project Scope Project Implementation Port Related Industries 8 8 Ten Proposals Recommended 27 $991,881 Proposals Amount Submitted Awarded South King County Economic Recovery Proposals 9 South King County Fund Eight Principles Fund projects in the South King County area; Prioritize community input to inform Port decision making; Support Port equity policies and practices, including giving underrepresented communities access to opportunities and using equity policies to evaluate potential initiatives and establish desired outcomes; Provide added benefit to current Port programs to address airport noise, increased environmental health, and sustainability; Prioritize projects that are ready to proceed; Build on established programs and commitments to fulfill current obligations; Promote innovation; and Encourage matching funds where possible. 10 African Chamber of Commerce $100,000 Work with highly impacted Blackowned businesses to support them on both technical assistance for compliance with the Clean Truck Program and provide Small Business COVID-19 Recovery and Resiliency Program and Youth and Adults Workshops Maritime & Small Business Assistance 11 African Community Housing Development $99,902 Support the African Diaspora immigrant communities in South King County with a pilot workforce development program to provide education and job application assistance in technical Port-related industries such as construction and aviation Workforce Development 12 Asian Counseling & Referral Service $100,000 Partner with UFCW Local 21, which represents workers from Hudson News who have been heavily impacted by the COVID-19 pandemic. They will be connected to ACRS employment case management services for culturally competent job search assistance and workforce development in port- related industries Aviation & Workforce Development 13 Businesses Ending Slavery and Trafficking $100,000 Provide economic recovery in South King County by delivering employment readiness training, supporting employers in Portrelated industries, and creating paid internships and job opportunities for human trafficking survivors and at-risk youth in Portrelated industries Workforce Development 14 Cares of Washington $99,902 Supports people with disabilities and low incomes to realize their purpose, potential, and strength. The Connect for Success project will support BIPOC communities living around Port of Seattle's facilities to enter and successfully complete pre-apprenticeship programs in Port related industries Workforce Development 15 Chief Seattle Club $100,000 In December 2020, Chief Seattle Club's trauma-informed indigenous- designed job training program, Native Works, is launching Sovereignty Farm. These apprentices will learn about land and water stewardship, garden design and planning, and invasive species removal, preparing them for green jobs at Port habitat sites on the Duwamish River. Construction & Workforce Development 17 Partners in Employment $100,000 This project will have two tracts, one that provides support services for immigrant job seekers impacted by COVID-19 in the aviation industry, and the other continuing the youth green jobs training program started in the summer of 2020 under the Port's opportunity motion. Green Jobs & Workforce Development 18 Puget Sound Welcome Back Center at Highline College $90,839 Prepare 30 internationally educated engineers for jobs in construction related fields near the Port of Seattle. This project removes barriers by providing resources in port-related industries including test preparation courses as part of the licensure process for construction-related fields. Workforce Development 19 WA MARITIME BLUE $99,995 Operate the Maritime Youth Accelerator Project, which aims to provide culturally responsive skillsbased internship opportunities to prepare and connect young people for livable-wage jobs in the Maritime sector. The project is specifically designed for youth of color and opportunity youth from underserved communities and for employers who will receive the necessary training and support to offer these internships.
