Developed in consultation with the Highline Forummember cities Alaska Airlines, Delta Air Lines and FAA all play roles Inaugural meeting: early 2018 4 StART 2020 Overview All six Highline Forum-member cities back at the table Burien, Des Moines & Federal Way returned in the fall Enacted revised operating procedures that strengthen StART's effectiveness 5 StART: Revised Operating Procedures Establishment of a Steering Committee to provide strategic direction to StART Feedback on the facilitator Formalized ties with the Highline Forum Strengthened behavior expectations/updated Code of Conduct And several additional administrative changes 6 2020 Accomplishments & 2021 Workplan Aviation Noise Working Group 7 Near-term Aviation Noise Action Agenda Implemented Initiatives: Revised Runway Use Program Late-Night Noise Limitation Program Glide Slope Adjustment A320 Aircraft Noise Monthly Noise Comment Reporting 8 Near-term Aviation Noise Action Agenda On-hold Initiatives: Ground Noise Analysis Noise Abatement Departures Profiles Study Focus for 2021: Continued focus on Noise Action Agenda Development of new efforts to prevent & reduce aviation noise 9 2020 Accomplishments & 2021 Workplan Federal Policy Working Group 10 Port-Cities Federal Advocacy Agenda Pursuing a shared federal policy agenda Shared agenda has three parts: 1. 2018 FAA Reauthorization Provisions - including studies on noise annoyance, 65 DNL and human health impacts of overflights 2. New Legislation - including secondary/"failed" noise insulation bill and ultrafine particulate study, both from U.S. Rep. Smith 3.
