Funding authorized as part of the Port Commission's 2021 Budget Amendment No. 2, and included in 2022 Budget. 2 Background Sustainable Aviation Fuel goal = 10% by 2028 Municipal Solid Waste is abundant in the Pacific Northwest and may be a cost-effective feedstock for sustainable fuels King County owns and operates Cedar Hills landfill and shares sustainability interests with the Port Both entities allocated up to $250,000 each in their budgets for a comprehensive techno-economic analysis of converting regional waste to liquid fuels 3 Purpose of the MOU Declare mutual goals and interests Clarify roles and responsibilities Set terms for shared costs and procurement Set terms for scope development and review 4 Study Scope of Work Exact details to be released upon advertisement Generally: Examine conversion technologies, specific waste stream and pre- treatment needs, quality and quantity available Capex and opex of a production facility including siting and transportation costs of the finished fuel to SEA Changes required to waste management plans, policies, or regulations within county, regional, and state government Options for facility ownership/operation, impact on KC operations and finances 5 Schedule Commission authorization Q4 2021 Advertise Q1 2022 Contract execution Q2 2022 Substantial completion Q4 2022 Final report Q1 2023 6
