Hi Michelle,

This is for written-only testimony for tomorrow's port meeting. When you summarize (I understand
now that you can't read the whole thing), please tell them that their plans in Item 11a to promote
an increase in aviation via the SAMP are incompatible with their goals of reducing carbon
emissions and protecting the health of airport communities.

Commissioners,

This is a comment on item 11a, the report on 2022 Local, Regional and Community Engagement
Policy Priorities and Partnerships. You have some conflicting plans you need to resolve.

You plan to "Promote the SAMP  as key to meeting current needs and supporting future regional
growth". This plan which increases aviation is incompatible with several of the other plans in this
document, plans I'm totally in favor of:

Strive to take a coordinated, equitable and ambitious regional approach to address climate
change, air quality and lead a clean energy transition across the region.
With an eye toward environmental justice, support legislative or regulatory policies by King
County cities and King County that align with the Port's efforts to reduce carbon emissions,
promote energy-efficient operation of transportation infrastructure, buildings, and encourage
renewable energy generation.
Continue noise program community engagement to accelerate implementation of residential
and school sound insulation. Partner with the local communities on siting of a temporary
noise monitor.
Continue to partner and engage with the Beacon Hill community equitably, to address issues
of concern regarding the effects of Port operations.
I appreciate your focus on reducing carbon emissions and on environmental justice and efforts to
potentially mitigate some of the harmful effects of aircraft noise on Beacon Hill and other impacted
communities. However, you cannot simultaneously plan for any increase in aviation and still hope to
reduce aircraft noise and ultrafine particles in the exhaust that pose a health risk to airport
communities or to meet climate goals that are consistent with local, regional, national, and
international targets, or even with your plans for Scope 3 carbon emissions.

I submit that you should resolve these conflicting plans in favor of protecting local communities and
reducing global warming.

Re: Agenda Item 11a - 2022 Local, Regional and Community Engagement Policy Priorities and 
Partnerships Briefing 
Dear Port of Seattle Commissioners: 
Referring to the 2 categories within the Briefing presented today, as I have included 
below, I would like to point out that neither of them include sustainability nor equity
terminology or goals within their intentions as written. No full community impact,
environmental or economical, especially to the ones who carry the full brunt of the
pollution and disruption, is explored or even mentioned. It is as if, development of
infrastructure, based on fossil-fuel and extraction, as done in the 19th and 20th centuries,
can continue as always, with no thought of immediate or future other consequences.
Indeed, absence of thought does not indicate absence of malice. It would behoove the
Port to review these 2 categories, with a full environmental and justice impact
perspective overview, as our new State HEAL Act requires, and not think that separating
them into their own categories, solves any of the issues. 
The SAMP is an oxymoron as "sustainable" by definition does not mean Near-Term.
And to have this plan include an increase of passengers to 56 million in 2027, with an
expectation of 66 million in 2034, never mind cargo and general aviation increases,
while never having dealt with the mitigation of the tremendous increase of aircraft
operations from 2008 with the addition of the 3rd runway, is truly an abomination of the
word "sustainable". 
I would like to refer you to the Study conducted by the City of Federal Way in 2018,
called the Quiet and Healthy Skies Task Force Report, with the accompanying memo,
updating it for 2022, which outlines well the issues of our unbridled airport operations
expansions, past and proposed.

Sustainable Airport Master Plan (SAMP) Near-Term Projects (NTP): Inform and engage elected officials,
public agencies, interested communities and other stakeholders on the 2022 release of the draft federal
and state environmental review documents for the proposed SAMP Near-Term Projects (NTP) to
address passenger and cargo demand, FAA standards, airfield efficiency, and the need for additional fuel
storage. Promote the SAMP, together with other portwide initiatives, as key to meeting current needs
and supporting future regional growth and economic opportunities to neighboring airport communities
and across the region. 
Industrial Lands: Support local policies and plans that are durable and resistant to piecemeal zoning and
development changes; stimulate new compatible investment in industrial lands; continue to make
public investments that support Manufacturing and Industrial Centers; and that strengthen zoning to
ensure that noncompatible land uses and activities are not located next to industrial lands. Support local
land use and transportation policies, as well as mechanisms that maintain or enhance maritime and
manufacturing lands, and the critical road and rail infrastructure required for freight mobility. Advocate
strongly for legislative and regulatory decisions that preserve industrial lands, enhance freight mobility,
allow for the anticipated development of marine cargo, industrial, and transportation facilities and
support the growth of related living wage jobs.

POS Commissioner's Meeting, Feb 8, 2022, Public Comment by Bernedine Lund, resident of
Federal Way and volunteer for 350 Seattle aviation group 
Topic: Item 11a  Briefing on 2022 local, regional, and community engagement policy priorities 
The information in the Item 11a memo is a summary of PoS goals written by several different
PoS staff. As such each paragraph carries a view of the priorities for the various groups
represented. However, t here are places where the statements do not agree with one another,
leaving the reader to wonder about the intent. 
For example, the paragraph on page 2 titled Sustainable Airport Master Plan (SAMP) Near-Term
Projects (NTP) states that one goal is to "Promote the SAMP, together with other portwide
initiatives, as key to meeting current needs and supporting future regional growth and
economic opportunities" Then on the next page the first paragraph titled Climate.and Air
Action Plan (MCCAP)" states that the plan is to "strive to take a coordinated, equitable and
ambitious regional approach to address climate change, air quality and lead a clean energy
transition across the region."
Anyone who has studied the issues and complaints about airports knows that the two
statements written above conflict with each other. It is not feasible to both increase flights
while at the same time meet the climate goals at the local and national levels.
Over all, these and other conflicting statements show that the staff may not agree on the
overall approach to climate change and airport responsibility the same way. The various units
need to be given the same message and goals so they can agree on the priorities.

Limitations of Translatable Documents

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
