  • WE ALL RECOGNIZE THAT THE COVID-19 PANDEMIC HAS TOUCHED NEARLY EVERY PART OF THE PORT OF SEATTLE, OUR COMMUNITY, THE REGION, AND THE STATE'S ECONOMY
  • THE IMPACTS ON PORT OPERATIONS HAS BEEN SEVERE AS IT HAS FOR ALL THE BUSINESSES THAT DEPEND UPON OUR MARITIME AND AVIATION ACTIVITIES
  • AS WE ALL STRUGGLE WITH THE DAILY REALITIES OF THE PANDEMIC ON OUR WORK AND PERSONAL LIVES
  • WE MUST LOOK FORWARD TO THE TIME WHEN THE PANDEMIC SUBSIDES AND THE PORT AND THE REGION UNDERTAKE MEASURES FOR THE ECONOMIC RECOVERY THAT'S AHEAD OF US
  • THE LEVELING OFF AND END OF THE HEALTH EMERGENCY WILL JUST BE THE START ON THE LONG ROAD TO RECOVERY
  • WE CANNOT PREDICT THE FUTURE SHAPE OF OUR ECONOMY

  • THE COMMISSION HAS ALREADY TAKEN SOME EARLY STEPS WITH THE RELIEF MEASURES FOR THE TENANTS OF THE AIRPORT MARITIME AND ECONOMIC DEVELOPMENT PROPERTIES
  • WE HAVE UNIQUE CAPABILITIES AS THE OPERATOR OF THE AVIATION AND MARITIME GATEWAYS TO GET BUSINESS GOING AGAIN IN TRADE TRANSPORTATION AND TOURISM
  • IN ADDITION, OUR CAPITAL INVESTMENTS AND PROGRAMS WILL BUILD OUR FUTURE AND PROVIDE MANY OPPORTUNITIES

  • TODAY WE'LL PRESENT AN OVERVIEW OF THE PORT OF SEATTLE'S ACTIVE CONSTRUCTION PROJECTS, AND I LOOK FORWARD AT THE CAPITAL AT THE CAPITAL INVESTMENT PLAN FOR THE REST OF THE YEAR 2020 IN LIGHT OF THE CHANGES THAT THE PANDEMIC HAS PLACED ON THE PORT AT THOSE PROJECTS
  • IN CARRYING OUT OUR ANALYSIS AND REVIEW, WE'VE HAD TO BALANCE RESOURCING THESE PRIORITY PROJECTS AGAINST OTHER DRIVERS OF THE BUDGET INCLUDING REVISED FORECASTED REVENUES WITH LITTLE INFORMATION THAT WE HAVE RIGHT NOW, EXPENSES, CASH FLOWS, THE RELIEF MEASURES AND SOURCES AND FUNDING FOR THE REST OF THE YEAR IN 2021

  • TOGETHER, THEY REPRESENT PROJECTS TOTALING MORE THAN $1 BILLION
  • THEY COVER THE RANGE OF ESSENTIAL AIRPORT IMPROVEMENT EFFORTS TO UPGRADE EXISTING OPERATIONS SUCH AS ADVANCING THE NORTH SATELLITE IN INTERNATIONAL ARRIVALS FACILITY PROJECTS, BUILDING ADDITIONAL GATES AS WELL AS RESTROOMS AND IMPROVE THE AIRFIELD
  • FOR THE MARITIME DIVISION WE CONTINUE TO WORK ON THE SHOSHALL BAY MARINA CUSTOMER FACILITIES, THE TERMINAL 117 HABBITAT RESTORATION, T-46 DOCK REHABILITATION AND THE T5 BIRTH MODERNIZATION
  • ONE PROJECT THAT WE ARE RECOMMENDING FOR DEFERRAL IS THE NEW TERMINAL 46 CRUISE FACILITY
  • AS YOU KNOW, THE CRUISE INDUSTRY IS ESPECIALLY HARD HIT BY THE PANDEMIC AND THE ACTIONS HAVE CANCELED AND POSTPONED OPERATIONS AROUND THE WORLD
  • HERE IN SEATTLE, WE CANNOT PREDICT WHEN THE ALASKA HOME PORT CRUISE SEASON MIGHT START THIS YEAR
  • THE CRUISE BUSINESS IS IMPORTANT TO FUNDING THE MARITIME DIVISIONS OPERATIONS AND SERVICES AND IS VITAL TO OUR REGION'S TOURISM INDUSTRY
  • WE WANT TO SEE CRUISE RETURN
  • HOWEVER GIVEN THE CURRENT UNCERTAINTY, IT IS ONLY PRUDENT TO TAKE A PAUSE IN THE PLANNING FOR THE NEW FACILITY AND SELECTION OF A POTENTIAL PARTNER WE WILL REVISIT THE PROJECT LATER THIS YEAR AS PART OF OUR BUDGET PROCESS CONSIDERING THE HEALTH EMERGENCY AND THE STATUS OF THE INDUSTRY

  • WE TOOK A SHORT PAUSE IN THESE PROJECTS LAST WEEK TO GET SITE-SPECIFIC SAFETY PLANS FROM CONTRACTORS AND NOW THEY ARE ALL BACK AT WORK
  • EVEN THOUGH JOB SITE SAFETY IS THE CONTRACTUAL OBLIGATION OF PRIME CONTRACTORS
  • WE ARE VIEWING EACH OF THE COVID-19 SAFETY PLANS AGAINST A STANDARD PLAN OF BEST PRACTICES AND THEN WE WILL MONITOR THEIR ADHERENCE TO THE PLAN

  • WE ASKED FOR THEIR SAFETY PLAN AND IN PARTICULAR WE'D LIKE TO SEE THE COVID-19 SAFETY PLANNING
  • WE RECEIVED THAT A FEW DAYS LATER
  • BUT THE DAY AFTER WE SENT OUT OUR LETTER TO CONTRACTORS, THE GOVERNORS' STAY HOME STAY HEALTHY DIRECTIVE WENT INTO PLACE
  • DURING THAT WEEK, OUR SAFETY TEAMS AND CONSTRUCTION TEAMS GOT TOGETHER WITH INDUSTRIAL HYGIENISTS
  • THEY IDENTIFIED ALL THE RELEVANT PUBLIC HEALTH AGENCY GUIDELINES, AND THERE ARE THREE PAGES OF THESE GUIDELINES
  • IT GOES FROM OSHA, CDC, THE AGC (ASSOCIATED GENERAL CONTRACTORS), NORTH AMERICA BUILDING TRADES
  • WE CONSIDERED WASHINGTON STATE DEPARTMENT OF LABOR AND INDUSTRIES, WORLD HEALTH ORGANIZATION, EPA, US EQUAL OPPORTUNITY COMMISSION AND PUBLIC HEALTH IN KING COUNTY

  • OUR CONSTRUCTION MANAGEMENT TEAMS WENT OUT, MET WITH EVERY CONTRACTOR, GAVE THEM OUR REVIEW, AND SAID HERE ARE SOME OTHER ENHANCEMENTS OTHER CONTRACTORS HAVE THOUGHT ABOUT
  • WE REALLY BELIEVE THAT SHARING EVERYTHING, ALL THE BEST IDEAS FROM ALL CONTRACTORS, WITH ALL CONTRACTORS IS A GOOD THING BECAUSE WE'RE ALL IN THIS TOGETHER

  • I WANT TO NOTE THAT AFTER THAT, ONLY SEVEN DAYS AGO, THE WASHINGTON STATE DIVISION OF HEALTH AND SAFETY LABOR AND INDUSTRIES, WHICH HAS A STRONG GOVERNANCE OVER CONSTRUCTION IN WASHINGTON STATE ISSUED ADDITIONAL NEW GUIDANCE AND WE'VE BEEN SEEING GREAT SUGGESTIONS OF GUIDANCE FROM MANY OTHER LOCALES, SAN FRANCISCO, PORT OF LA, ETC
  • WE'VE TAKEN ALL OF THAT AND WE HAVE REVIEWED THE AMENDMENTS THAT HAVE COME IN AND WE ARE NOW IN VERSION 2
  • WE REALLY EXPECT THAT MORE GUIDANCE WILL COME IN AND WE MAY BE INTO VERSION 3 AND 4 OF THESE SAFETY PLANS AS THE GUIDANCES KEEP EVOLVING, AS MORE SCIENCE HAS LEARNED
