  • THE INCREASE IN PASSENGERS IS VERY TIMELY AS WE ARE GETTING CLOSER TO THE FULL OPENING OF OUR NORTH SATELLITE IMPROVEMENTS
  • WE OPEN TWO GATES IN LATE MAY AND WILL OPEN ANOTHER 10 GATES AT THE END OF JUNE
  • THE NORTH SATELLITE WILL BE AN ATTRACTIVE NEW DESTINATION WITH WONDERFUL DESIGN, GREAT ART AND MANY NEW FOOD AND BEVERAGE OFFERINGS

  • THIS CONTRACT IS AN ENABLING ACTION THAT SUPPORTS OUR GOALS TO INCREASE USE OF RENEWABLE GAS
  • ITEM 10 A IS A REQUEST RELATED TO OUR EFFORTS LAUNCH OF LIMITED CRUISE SEASON THIS YEAR
  • A REQUEST THAT YOU AUTHORIZE ME TO FINALIZE AND SIGN PORT AGREEMENTS THAT AMEND LEASES UNDER THE CENTER FOR DISEASE CONTROL FRAMEWORK FOR CONDITIONAL CREW SAILING ORDERS

  • THE CDC IS REQUIRING COMPREHENSIVE PORT AGREEMENTS BE IN PLACE PROTECTING THE HEALTH AND SAFETY PASSENGERS THROUGH AND IN THE COMMUNITY
  • THESE ARE BINDING AGREEMENTS BETWEEN THE INDIVIDUAL CRUISE LINES, THE PORT AND LOCAL PUBLIC HEALTH AGENCIES AND ARE SUBJECT TO FINAL ACCEPTANCE BY THE CDC
  • THESE AGREEMENTS WILL COVER PROTECTIONS TO PREVENT THE SPREAD OF COVID ONTO THE VESSELS AND INTO THE COMMUNITY
  • THEY WILL ALSO REQUIRE PREPLANNING MEASURES TO ADDRESS AN OUTBREAK IF ONE SHOULD OCCUR
  • THE PROPOSED ACTION TODAY IS ONLY ONE STEP IN THAT PROCESS

  • THE SECOND AGREEMENT IS AN AMENDMENT TO AN EXISTING COST SHARING AGREEMENT AND THAT'S WITH OUR PARTNERS, THE CITY OF SEATTLE, KING COUNTY AND BOEING
  • AND THIS AMENDMENT LAYS OUT HOW THIS WORK WILL BE PAID
  • IT'LL BE PAID EQUALLY BETWEEN THE PARTIES AND IDENTIFIES THE CITY OF SEATTLE AS THE CONTRACTING AGENT FOR THE GROUP FOR THIS WORK

  • THIS IS THE PORTION OF THE RIVER THAT WAS NOT CONTAMINATED BY A SINGLE SPILL, BUT BY OVER A HUNDRED YEARS OF INDUSTRIAL USAGE ALONG THE RIVER BEFORE THE CURRENT ENVIRONMENTAL REGULATIONS WERE IN PLACE
  • THIS CLEANUP WILL HELP THE PEOPLE THAT LIVE ALONG THE RIVER, INCLUDING THE RESIDENTS OF THE ADJOINING ENVIRONMENTAL JUSTICE COMMUNITIES OF SOUTH PARK AND GEORGETOWN, AND THE TRIBES THAT FISH AND MUTED THE RIVER FOR CEREMONIES
  • AND IT WILL ALSO HELP THE ANIMALS THAT LIVE AND FEET IN THE RIVER THAT ULTIMATELY FEED LARGER ANIMALS BEYOND THE RIVER
  • YOU CAN SEE ON THE FIGURE THE SITE STARTS AT THE SOUTH END OF PARKER ISLAND, AND IT GOES ALONG TO THE SOUTHERN TIP, WHERE IT'S JUST WHERE THE RIVER STARTS

  • GO ON TO START WITH SOME BACKGROUND TO GET YOU ORIENTED TO WHERE THE SITE IS LOCATED AND DESCRIBE WHAT HAS BEEN ACCOMPLISHED TO DATE
  • THIS SECTION OF THE RIVER WAS STRAIGHTENED TO SUPPORT INDUSTRIAL USES IN THE EARLY 19 HUNDREDS

  • WE'VE STUDIED THE SITE TO IDENTIFY THE NATURE AND EXTENT OF THE CONTAMINATION, AND THEN TO IDENTIFY CLEANUP APPROACHES THAT COULD BE USED TO WORK AT THE SITE
  • IN 2015, THE LOWER DUWAMISH WATERWAY GROUP SIGNED ON TO PERFORM BASELINE MONITORING, WHICH HELPED TO SEE HOW THE EARLY ACTION AREAS, WHICH I'LL TALK ABOUT THE MINUTE AFFECTED THE RIVER AND TO BEGIN THE DESIGN OF THE CLEANUP OF THE UPPER THIRD OF THE SITE, WHICH SHOULD BE COMPLETED AROUND 2023
  • NEXT SLIDE, THE OVERALL GOALS OF THE CLEANUP ARE TO REDUCE THE RISK TO HUMANS THAT'S PRIMARILY DUE TO EATING RESIDENT SHELLFISH FISH AND FROM COMING INTO CONTACT WITH RIVER SEDIMENTS BY WALKING OR PLAYING ALONG THE SHORE OR FROM NET FISHING
  • ANOTHER GOAL IS TO REDUCE THE RISK OF THE [inaudible] COMMUNITY, WHICH ARE THE WORDS AND CLAMS THAT LIVE IN THE SEDIMENT AND ARE THE BASE OF THE FOOD WEB
  • ANOTHER GOAL IS TO REDUCE THE RISK TO THE FISH, BIRDS AND RIVER MAMMALS THAT FEED ON THE FISH AND THE BETA COMMUNITY
  • SO NEXT SLIDE, THERE HAVE BEEN A NUMBER OF ACCOMPLISHMENTS SO FAR
  • THE LARGEST ONES HAVE BEEN THE EARLY ACTION CLEAN UP AREAS THAT WERE PERFORMED STARTING FROM THE NORTH OR EARLY ACTION AREA IN THE SOUTH TO THE DUWAMISH DIAGONAL EARLY ACTION AREA GOD I HAVE A HARD TIME SAYING THAT TO THE NORTH, THE PORT WAS INVOLVED IN THE TERMINAL 117 EARLY ACTION AREA, WHICH WAS OUR OLD TERMINAL 117 SITE THAT WE CLEANED UP, ALONG WITH SUPPORT FROM THE CITY, WHICH HAS NOW ALLOWED US TO START CREATING A HABITAT SITE THERE, AND IT'LL ALSO HAVE A LOT OF PUBLIC ACCESS AMENITIES
  • THESE CLEANUPS WERE LOCATED IN SOME OF THE HIGHEST PCB CONTAMINATION INSTEAD OF IT CONTAMINATION ALONG THE RIVER
  • THERE WERE A COUPLE OF OTHER ONES THAT ARE STILL IN THE RI AND REMEDIAL INVESTIGATION AND FEASIBILITY STATES THAT OTHER PEOPLE ARE RESPONSIBLE FOR, AND THEY'LL PROBABLY GET TAKEN CARE OF WHEN THE ACTUAL OVERALL CLEAN UP HAPPENS
  • THESE EARLY ACTION AREA CLEANUPS RESULTED IN REMOVAL OF CONTAMINATED SEDIMENTS FROM 29 ACRES, WHICH IS ABOUT THE EQUIVALENT OF 22 FOOTBALL FIELDS
  • AND THEY RESULTED IN THE REDUCTION OF APPROXIMATELY 50% OF THE AVERAGE SURFACE SEDIMENT PCB CONCENTRATION
  • SO NOW I'D LIKE TO TURN THE PRESENTATION OVER TO JOANNA FLORE, WHO IS THE PROJECT, THE PORT PROJECT MANAGER FOR THIS SITE, TO REVIEW WHAT OUR NEXT STEPS ARE, WHAT WILL BE INCLUDED IN THESE AMENDMENTS

  • WE'RE CURRENTLY WORKING ON THE UPPER THIRD
  • AS KATHY MENTIONED, IT'S ABOUT TWO THIRDS COMPLETE
  • SO WE ARE WORKING ON THE RIVER IN THIRDS BECAUSE IT IS A FIVE MILE LONG WATERWAY, AND IT NEEDS TO BE BROKEN UP INTO SMALLER, DISCRETE SECTIONS
  • SO IN ADDITION TO DOING THE DESIGN, WE'RE ALSO GOING TO CONTINUE TO MONITOR WATER AND FISH AND SHELLFISH TISSUE CONCENTRATIONS
  • THIS IS JUST TO SEE HOW THE RIVERS MAY BE CONTINUING TO IMPROVE FROM SOURCE CONTROL ACTIVITIES, AS WELL AS CONTINUING TO IMPROVE FROM THIS EARLY ACTION ARE CLEAN UP THAT KATHY MENTIONED
  • AND THEN WE WILL CONTINUE TO FUND THE SEAFOOD CONSUMPTION ADVISORY EFFORTS
  • IT IS CURRENTLY NOT ADVISABLE TO FISH FROM THE DUWAMISH FOR ANYTHING THAT'S RESIDENT FISH OR SHELLFISH
  • SALMON IS THE ONE THING THAT IS ACTUALLY OKAY TO EAT FROM THE DUWAMISH BECAUSE THEY DON'T LIVE IN THE DUWAMISH
  • AND SO WE HAVE BEEN WORKING WITH SEATTLE, KING COUNTY PUBLIC HEALTH AND SOME COMMUNITY HEALTH ADVOCATES TO HELP ENSURE THAT PEOPLE ARE AWARE OF THE ADVISORY IN MULTIPLE LANGUAGES AND ACTUALLY GOING OUT AND TALKING TO THE FISHER COMMUNITY THAT'S OUT THERE
  • AND THEN, AS KATHY ALREADY MENTIONED BEFORE, WE'RE PART OF THE LOWER DUWAMISH WATERWAY GROUP, WHICH IS THE CITY OF SEATTLE, BOEING AND KING COUNTY, AND WE PAY 25% OF THESE CLEANUP COSTS
  • AND SO THE COST FOR THIS NEXT CHUNK OF WORK IS ABOUT 4 TO 5,000,000 DOLLARS

  • THERE'S THREE ACTIVE CLEANUP TECHNOLOGIES THAT WILL BE USED
  • ONE IS DREDGING, WHICH IS WHERE WE DIG IT UP AND HAUL IT AWAY
  • THE OTHER ONE IS CAPPING, WHERE WE PUT CLEAN MATERIAL ON TOP OF IT WITH AN ENGINEERED WE'RE KIND OF A ROBUST CAP WITH CLEAN MATERIAL
  • AND THEN THE THIRD ONE IS CALLED AN ENHANCED NATURAL RECOVERY, WHICH IS WHERE WE ACTUALLY JUST PUT CLEAN SAND AND MIX IT IN
  • TYPICALLY, IN THOSE AREAS, THE CONCENTRATIONS ARE REALLY LOW
  • AND SO IT'S JUST A WAY TO HELP THE ENVIRONMENT NATURALLY RECOVER ON ITS OWN

  • SO IT WILL ALSO REMOVE A CONSIDERABLE QUANTITY OF PCBS FROM THE ENVIRONMENT, WHICH WILL BENEFIT PEOPLE, SALMON AND, OF COURSE, THE ORCAS IN THE OCEAN
  • OVERALL, THE OCEAN IS OCEAN DAY

  • AS HAS BEEN MENTIONED, EVERYTHING IN OLYMPIA WAS DONE VIRTUALLY
  • THERE WAS JUST A LIMITED SKELETON CREW OF LAWMAKERS THAT REMAINED BEHIND
  • BUT FOR THE MOST PART, FOR DEBATES, PUBLIC HEARINGS AND ANY CONSTITUENT MEETINGS WERE HELD, VIRTUALLY
  • THE PUBLIC WAS NOT ALLOWED IN THE CAPITAL BUILDING, NOR WERE LOBBYISTS OR STAFF
  • IT WAS A UNIQUE YEAR IN THAT LAWMAKERS WERE REALLY TRYING TO MANAGE THE AGENDA AND MAKE SURE THAT THEY GOT THROUGH THE MOST CRITICAL THINGS
  • THEY ASKED LAWMAKERS TO LIMIT THE BILL INTRODUCTIONS TO SIX PER LAWMAKER AND ASKED THEM TO LIMIT THEIR TOPICS TO COVID 19 RESPONSE, IMPROVING RACIAL EQUITY, ADVANCING ECONOMIC RECOVERY AND CLIMATE CHANGE
  • FOR THE MOST PART, I THINK LAWMAKERS STUCK TO THAT
  • I DON'T KNOW THAT EVERY LAWMAKER STOCK TO THE SIX BILLS PIER LAWMAKER RULE
  • BUT THEY WERE PRETTY CLOSE AND THERE WERE FEW BILLS INTRODUCED
  • TYPICALLY, YOU WOULD SEE ABOUT 1,200 BILLS INTRODUCED THIS YEAR
  • THERE WERE AROUND 830 BILLS INTRODUCED
  • OF THOSE, ABOUT 330 PASS, WHICH IS ABOUT 100 FEWER THAN NORMAL
  • SO DEFINITELY A REDUCTION IN THE TOTAL NUMBER OF BILLS INTRODUCED AND PASSED
  • BUT AT THE END OF THE DAY, THEY STILL PASSED QUITE A FEW BILLS
  • AND WE'RE ABLE TO ADDRESS THE OPERATING BUDGET, THE CAPITAL BUDGET, RED TRANSPORTATION PROJECTS, ALTHOUGH THEY WERE NOT ABLE TO COME UP WITH A TRANSPORTATION REVENUE PACKAGE
  • AND ERIC WILL GO INTO SOME OF THE SIGNIFICANT BILLS THAT DID PASS
  • BUT OTHER THINGS OF NOTE THAT I'LL SHARE WITH YOU ALL, THE LEGISLATURE DID PASS THE CAPITAL GAINS TAX
  • THIS IS THE FIRST TIME THAT THE LEGISLATURE HAS BEEN ABLE TO DO THAT THAT WILL BE CHALLENGED IN THE COURTS
  • THERE ARE TWO DIFFERENT GROUPS THAT HAVE COME FORWARD WITH LEGAL CHALLENGES TO THAT BILL PASSING, AND THEY ALSO WERE ABLE TO DO SOME SIGNIFICANT WORK ON POLICE REFORM AND GET A NUMBER OF BILLS PASSED
  • SO WITH THAT, THAT'S A VERY HIGH LEVEL LOOK AT THE SESSION

  • ERIC FITCH AND LESLIE STANTON AND MANY OTHERS WERE A BIG HELP IN GETTING FACTS IN FRONT OF THE LEGISLATURE AS OPPOSED TO RHETORIC WHICH THERE HAD BEEN A TREMENDOUS BUILDUP OF NEGATIVE RHETORIC ABOUT LOCAL CARBON FUEL STANDARD FROM THE OPPONENTS OF A STANDARD PREVIOUSLY
  • JUST A COUPLE OF THINGS ABOUT THIS WAS A TOUGH BATTLE
  • WE DIDN'T KNOW IF THIS LEGISLATION WAS GOING TO PASS UP UNTIL THE FINAL DAYS OF THE LEGISLATURE THE FINAL WEEKEND, IN FACT, AND THERE WERE POSSIBLE CHANGES SHUTTLING BACK AND FORTH AMONGST LEGISLATURES
  • WE WERE FORTUNATE TO BE IN THE ROOM FOR MANY OF THOSE DISCUSSIONS WITH THE GOVERNOR'S POLICY STAFF WITH KEY LEGISLATORS
  • AND A LOT OF THAT COMES FROM HAVING THE CREDIBILITY OF THE PORT OF SEATTLE TO BE ABLE TO GET US IN THE DOOR TO HAVE THOSE DISCUSSIONS
  • I REALLY APPRECIATE THE COMMISSIONERS ENGAGED ON THIS AS WELL
  • IT HELPED
  • AND A COUPLE OF THINGS ABOUT THE SPECIFICS VERY QUICKLY
  • THERE WERE SOME LAST MINUTE CHANGES
  • THE RAMP UP FOR THE CARBON REDUCTIONS THAT ARE REQUIRED IN FUELS UNDER THE BILL WAS DELAYED A BIT IN THE BILL
  • IT'S NOW 20% BELOW 2017 LEVELS BY 2038 RATHER THAN BY 2035
  • THERE'S SOME SPECIFIC RAMP UP NUMBERS YEAR BY YEAR IN THE LEGISLATION, AND THERE'S A JARC REVIEW, THE JOINT ADMINISTRATIVE REVIEW COMMITTEE AT THE LEGISLATURE OF 2031
  • WE'LL DO A REVIEW, BUT THAT'S OKAY BECAUSE WE'LL BE MANY YEARS INTO THE PROGRAM AND WILL HAVE DEMONSTRATED SUCCESS BY THEN
  • THERE'S ALSO A NEW REQUIREMENT, SOME NEW REQUIREMENTS ADDED ABOUT INSTATE FEEDSTOCK, PRODUCTION AND PRODUCTION OF AND HAVING AT LEAST 60,000,000 GALLONS ADDED TO THE CAPACITY, EITHER FROM EXISTING OR NEW FACILITIES IN THE STATE
  • AND AGAIN, SOME OF THE LANGUAGE CHANGES IN THAT THAT MADE IT MORE ACCEPTABLE TO US WERE LAST MINUTE THINGS THAT WE WERE ENGAGED IN
  • I THINK I'LL LEAVE IT AT THAT
  • THERE CLEARLY RULEMAKING RIGHT IN FRONT OF US NOW WITH THE DEPARTMENT OF ECOLOGY THAT WILL BE TAKING PLACE OVER THE NEXT YEAR OR SO
  • ECOLOGY IS RAMPING UP THEIR STAFFING RIGHT NOW AND HAS HIRED A COORDINATOR ON CARBON AT THE DEPARTMENT OF ECOLOGY
  • SO MORE TO COME AS THIS LEGISLATION ACTUALLY GETS IMPLEMENTED
