Authorization for the Chief Executive Officer to (1) proceed with design for the replacement of the passenger loading bridges (PLBs) at Gates S7 and S9 and the installation of a new PLB and fixed walkway at Gate B4; (2) purchase three new PLBs and a fixed walkway to provide as owner-furnished equipment; (3) advertise and execute a major works construction contract for the work at Gates S7 and S9; and (4) use Port crews to perform some site work at Gates S7 and S9 and to complete the installation of the new PLB and fixed walkway at Gate B4 at Seattle-Tacoma International Airport. The amount of this request is $2,950,000 (CIP 800543). (memo enclosed) 5d. Authorization for the Chief Executive Officer to execute a new collective bargaining agreement between the Port of Seattle and the International Brotherhood of Teamsters, Local Union No. 763, covering the period from January 1, 2013, through December 31, 2015, affecting six Police Commander positions. Motion to appoint and confirm Christina Gerhke to serve a three-year term as a public member on the Commission's Audit Committee effective immediately and ending December 31, 2016. Authorization for the Chief Executive Officer to increase the project authorization of the Federal Inspection Service Short Term Improvements project at Seattle-Tacoma International Airport in the amount of $563,000 for higher estimated project costs in addition to the previously authorized $1,141,000 and to perform an Environmental Remediation Liability project in the amount of $93,000 for a total project authorization of $1,704,000 (CIP #C800426). ADJOURNMENT PUBLIC TESTIMONY PROCEDURES The Port Commission will take public testimony after the unanimous consent agenda before considering action items or staff briefings, under new business, or during a public hearing. Any person wishing to speak must sign up to testify, identify the specific agenda item or topic they are addressing, and indicate whether they support or oppose the item. Public testimony will normally be limited to two minutes for individuals and representatives of organizations and is at the discretion of the Chair. In the interest of time, the Chair may limit the number of persons speaking on any topic, may further limit the time allotted to each person, or may limit testimony to those with new information to present. Written comments for any agenda item may be submitted to Commission Records staff at any time during the meeting for distribution to Commissioners and inclusion in the meeting record. The Port Commission does not engage in dialogue with testifiers during public meetings; however, questions or requests for information or documents may be made separately from the public meeting. All testimony is digitally recorded and made available via the Port's website and becomes a public record subject to disclosure under Washington's Public Records Act (RCW 42.56). The identity of each testifier will be noted in the minutes of the public meeting.
