A. FIRST READING: POSTPONED TO 1/03/17 DUAL VOTE: NWSA & PORT OF SEATTLE: Request adoption of Resolution
No. 2016-12, declaring certain personal property surplus (Port of Seattle MHI Cranes No. 70, 71 and 72 and related spare
parts at Terminal 18) for Port of Seattle purposes; authorizing their sale to SSA Terminals LLC; and authorizing the CEO to
execute all documents related to such sale or disposal.
5. ACTION AGENDA:
A. SECOND READING: Resolution 2016-07: A resolution ofthe Managing Members adopting benefits and pay practices. DUAL
VOTE: NWSA / PORT OF TACOMA: This item will also include an Interlocal Agreement (ILA) between the NWSA and the
Port of Tacoma, allowing shared leave between the employees of the two organizations during this transition period of up to
three years. The ILA will be a DUAL VOTE between the NWSA and the Port of Tacoma.

E. Secondment ILAs: (1) DUAL VOTE: NWSA & PORT OF SEATTLE: Request authorization to terminate the Secondment
Interlocal Agreement between the Port of Seattle and the NWSA dated 08/04/15. (2) DUAL VOTE: NWSA & PORT OF
TACOMA: Request authorization of a second Secondment Interlocal Agreement between the Port of Tacoma and the
NWSA. As the NWSA has become the employer of record for some employees as of 12/16/16, there is a now a need for
some NWSA employees to be seconded to the Port of Tacoma. The existing Secondment ILA, seconding certain Port of
Tacoma employees to the NWSA, remains in place.

J. Request authorization for the CEO to: (1) Enter into an Interlocal Agreement with Puget Sound Clean Air Agency to partner
with the agency to implement a federal Diesel Emission Reduction Act (DERA) grant project to augment the ScRAPS 2
program. (2) Authorize $275,000 from the NWSA budget to provide matching funds for the DERA project.

K. Request authorization for the CEO to enter into an Interlocal Agreement with the Puget Sound Clean Air Agency to supply
matching funds of $40,578 for supplemental CMAQ grant for multi-port drayage truck replacement. Authorization is being
sought due to the Master Policy requirement when entering into ILAs with other public agencies.

with the Pier 7 Berths C and D.
M. Request authorization for the CEO to negotiate and execute an agreement with Foss Maritime Company to perform services
and provide facilities as described in a Request for Proposals by General Dynamics, including moorage of USNS BOB
HOPE at Terminal 5.
N. BRIEFING/POSSIBLE ACTION: US Global Leadership Coalition Membership (USGLC): Authorize the addition of a 2017
USGLC Global Trust level membership to the 2017 NWSA budget in an amount of $15,000.

PDF files are created with text and images are placed at an exact position on a page of a fixed size.
Web pages are fluid in nature, and the exact positioning of PDF text creates presentation problems.
PDFs that are full page graphics, or scanned pages are generally unable to be made accessible, In these cases, viewing whatever plain text could be extracted is the only alternative.
