Box 1209 Seattle, Washington 98111 www.portseattle.org 206.787.3000 APPROVED MINUTES COMMISSION SPECIAL JOINT MEETING APRIL 14, 2015 The Port of Seattle Commission met in a special joint meeting with the Port of Tacoma Commission Tuesday, April 14, 2015, at the Fabulich Center, 3600 Port of Tacoma Road, Tacoma, Washington. Port of Seattle Commissioners Albro, Bryant, Creighton, and Gregoire were present. Port of Tacoma Commissioners Bacon, Johnson, Marzano, and Meyer were also present. Port of Seattle Commissioner Bowman and Port of Tacoma Commissioner Petrich did not attend. CALL TO ORDER The meeting was called to order at 10:35 a.m. by Port of Tacoma Commission President Don Johnson, who led the Flag Salute. PUBLIC COMMENT An opportunity for public comment was provided, but no testimony was offered at this time. ALLIANCE SCOPE AND STRUCTURE There was a presentation on the scope and executive leadership structure of the Seaport Alliance. All plans and preparations thus far are contingent on public votes by the commissions of both ports anticipated in early May. Commissioners acknowledged the work of staff, provided direction, and emphasized some operational aspects of the Alliance. PORT DEVELOPMENT AUTHORITY Commissioners received an update on the status of state legislation to create a vehicle by which the two ports can form the Seaport Alliance. It was noted that Port Development Authority legislation had passed both the House and Senate and was expected to be signed into law by the Governor soon. Commissioners discussed sending a joint letter of support for the legislation to the Governor and voiced the bases of their support for establishing a Port Development Authority in the statute. They provided direction about public outreach. NEXT STEPS It was reported that work on the Seaport Alliance charter will continue in April and May, including solicitation of public input. Submission of a final agreement for Federal Maritime Commission review and approval is expected in June. PORT COMMISSION JOINT MEETING MINUTES Page 2 of 2 TUESDAY, APRIL 14, 2015 ADDITIONAL PUBLIC COMMENT Harold Ugles, arbitrator for the International Longshore and Warehouse Union, commented on the historic nature of the Alliance. He noted the importance of the support of ILWU locals in Tacoma and Seattle to the success of the Alliance and commented on the role of labor and preservation of industrial lands in that success.
