Box 1209 Seattle, Washington 98111 www.portseattle.org 206.787.3000 APPROVED MINUTES COMMISSION SPECIAL ROUNDTABLE MEETING APRIL 27, 2016 SUSTAINABLE AIRPORT MASTER PLAN ROUNDTABLE WITH COMMUNITY LEADERS WORKING WITH THE COMMUNITY The Port of Seattle Commission held a special meeting Wednesday, April 27, 2016, at the Highline School District Educational Resource and Administrative Center, 15675 Ambaum Boulevard Southwest, Burien, Washington. Commissioners Albro, Creighton, and Felleman were present. The meeting convened at 7:08 p.m. Commission President John Creighton welcomed guests and introduced the topic of the Airport's relationships with surrounding communities. SUSTAINABLE MASTER PLAN OVERVIEW Elizabeth Leavitt, Director, Aviation Planning and Environmental Services, provided an overview of the Sustainable Airport Master Planning process, including major plan elements of expansion Concept 4. Concept 4 would extend the terminal to the north, providing three piers of gates and aircraft hold positions at the north end of the Airport site and relocating cargo and maintenance facilities to the south. Key stakeholder feedback and a schedule of next steps were provided. PANEL ONE: CITY REPRESENTATIVES The following participants joined Commissioners for the first roundtable panel discussion: Burien Deputy Mayor Bob Edgar Burien City Manager Kamuron Gurol Des Moines Mayor Matt Pina Des Moines City Manager Tony Piasecki Federal Way Chief of Staff Brian Wilson Normandy Park Mayor Jonathan Chicquette Normandy Park City Manager Mark Hoppen City of SeaTac Mayor Michael Siefkes City of SeaTac Acting City Manager Joe Scorcio Tukwila Councilmember Kathy Hougardy Tukwila Business Relationships Manager Brandon Miles Participants responded to the following questions for discussion: 1. What elements of the Sustainable Airport Master Plan are of most interest to your community? 2. How can we work together to take advantage of the Airport's economic development opportunities? 3. PORT COMMISSION MEETING MINUTES Page 2 of 2 WEDNESDAY, APRIL 27, 2016 Major discussion themes included opportunities for economic development planning tailored to the needs of Airport communities, promotion of amenities, lodging, and tourism opportunities available in the nearby communities, effects of current and future traffic and ground transportation parking impacts that accompany Airport growth, interest in having the Airport focus economic development opportunities for the communities most affected by its presence, options for workforce development efforts unique to the Airport communities, the role of the Port of Seattle as a convener between communities and the Federal Aviation Administration regarding economic and environmental impacts of the Greener Skies Initiative, and whether Airport operations disparately affect the City of SeaTac in comparison to other Airport communities. What elements of the Sustainable Airport Master Plan are of most interest to the business community? 2. How can we work together to take advantage of the Airport's economic development opportunities? 3. How can we work together to mitigate the impacts of the Airport's growth? Major discussion themes included the need to better involve the business community in identifying unintended consequences of Airport development decisions, the need for better pedestrian connection between the Airport and nearby business districts and hotels, the necessity of improved wayfinding for passengers, improved promotion to travelers to spend layover time in the nearby communities, improvement of access for shuttles to the Airport, interest in the Port's role in workforce development and vocational education in the Airport communities, the importance of identifying and capitalizing on real estate development cycles as the Airport develops its commercial assets, and the interests of commercial tenants in locating near the Airport and the kinds of services and facilities they are interested in. Commissioners provided summary remarks and thanked the community stakeholders for their participation.
