Box 1209 Seattle, Washington 98111 www.portseattle.org 206.787.3000 APPROVED MINUTES COMMISSION SPECIAL MEETING DECEMBER 19, 2016 The Port of Seattle Commission held a special meeting, Monday, December 19, 2016, in Commission Chambers at Pier 69, 2711 Alaskan Way, Seattle, Washington. Commissioners Albro, Bowman, Creighton, Felleman, and Gregoire were present. A digital recording of the following proceedings has been made available online. CALL TO ORDER The meeting was called to order at 9:24 a.m. by Commission President John Creighton, who led the flag salute. 2016 ACCOMPLISHMENTS Presentation materials included a copy of the 2016 approved Portwide goals. CEO Ted Fick described key accomplishments in 2016 relative to the approved 2016 Portwide goals. Commissioners reflected on these accomplishments, noting interest in support for maritime boat building beyond fishing vessels, workforce development outreach to native tribes, and the need to measure workforce development strategy success as a comprehensive approach rather than a collection of various objectives. Commissioners requested further clarification on aspects of the 2016 accomplishments and goals, including the ultimate goal of establishing a high-performance organization, the nature of the alignment noted as part of the high-performance-organization goal, and more description of how the goals were achieved in a report-card form. 2017 PORTWIDE GOALS Presentation materials included a draft of proposed 2017 Portwide goals, a memo regarding the Growth Plan of Finance, and an overview of the Northwest Seaport Alliance strategic business plan and 2017 performance goals. The Commission engaged in a discussion with CEO Ted Fick and senior staff on a set of 10 proposed Portwide goals for 2017. Discussion included various directions and clarifications and included conversations about how to effectively measure progress, differentiation of particular components of the goals, such as recapitalization of the North Pacific fishing fleet, planning activities versus execution of initiatives, and community impacts and engagement related to the growth nature of the goals. Commissioners engaged with staff on whether the proposed goals were driven more by priorities or particular strategic measures. Direction was provided regarding goals related to minority and women-owned and local business participation. A separate work session in January was proposed to discuss implementation of special funding in support of the maritime industrial cluster and regional job creation. 2017 COMMUNICATIONS STRATEGY Presentation documents included presentation slides and a communications plan table. Commissioners and senior staff discussed communications and public engagement goals for 2017, including improving public understanding of the importance of the Port's work, engaging the public for input and support, and reinforcing the Port's industry and economic development leadership roles. Commissioners provided direction and guidance to staff on components of this effort. RECESS TO EXECUTIVE SESSION At 12:23 p.m., the Commission recessed to executive session to discuss performance of public employees for an estimated 3 hours.
