What is a Part 150? 
Part 150 is an airport noise study conducted under FAA
guidelines 
The focus of a Part 150 is to address noise and land use
incompatibilities 
Establishes guidelines to obtain federal Airport
Improvement Program (AIP) grant funding for sound
mitigation projects 
Part 150's are generally undertaken when noise
conditions change at airports 
FAA Approved mitigation measures become eligible for
AIP funding at 80% 
Part 150 identifies any noise and land-use issues

Sea-Tac Noise Mitigation Efforts 
Sound Insulation 
Approximately 9,400 homes 
8 Highline School District schools 
5 Condominium complexes (totaling 246 units) 
14 buildings on the Highline College Campus 
Acquisition 
5 Mobile home parks (totaling 359 mobile home units) 
69 Homes north of the 3rd runway 
1,400 single family homes including 3rd runway project
acquisition 
Approximately $400 million spent on sound mitigation around Sea-Tac

Sound Insulating Homes 
No cost to the homeowners 
Port receives an "Avigation Easement"
in exchange for the insulation 
Avigation Easement grants the Port air
rights over the property 
The easement is permanently recorded
with King County on the parcel 
Sound rated windows,
doors, & ventilation 

Program is free to homeowners

Sound Insulation Eligibility 
Located within the FAA-approved noise remedy boundary 
Built prior to December 3, 1986 in Des Moines 
Built prior to September 6, 1987 in all other areas 
Must meet FAA noise audit criteria 
A pre- and post-construction noise audit will be required 
Interior Noise levels have to be higher than 45 dB 
With modifications the structure must achieve at least a
5 dB reduction 
Not all homes will qualify for sound insulation 
Must meet all FAA criteria to participate in the program

Provides significant interior noise reduction

New boundary Single Family Sound Insulation 
Authorization is for $14,535,000 
Approximately $8.4 million from FAA Grants 
Port funding from PFCs, ADF and the sale of previously
purchased noise land 
123 Homes identified as eligible 
Not all homes will qualify under FAA noise audit criteria 
Not all homeowners will chose to participate 
Staff will conduct outreach to each homeowner to
ensure they are fully aware of the program 
Single family sound insulation, 123 homes, $14.5 million
