PORT OF SEATTLE MEMORANDUM COMMISSION AGENDA Item No. 7b STAFF BRIEFING Date of Meeting May 24, 2016 DATE: May 16, 2016 TO: Ted Fick, Chief Executive Officer FROM: Michael Ehl, Director Aviation Operations SUBJECT: Air Cargo Briefing SYNOPSIS This briefing regarding air cargo operations at Seattle-Tacoma International Airport will provide a roadmap to achieving the Century Agenda's goal for air cargo, including discussion of economic and activity trends, current year expectations, cargo facilities challenges and options for supporting future growth. BACKGROUND The Port Commission's Century Agenda stipulates a goal of tripling air cargo volumes over 25 years, to a level of 750,000 metric tons in 2036. Since 2011, the inception of the Century Agenda, air cargo volumes have grown at a compound annual growth rate of more than 4%, exceeding the average rate needed to achieve the 25-year goal. Several new air cargo services in 2016 will add significant growth in the near term. Air cargo facilities at the airport are fully tenanted, inhibiting future growth. Opportunities to create additional airfield space are limited and may be insufficient to handle near-term growth. Alternatively, lack of sufficient acceptable cargo facilities may stifle growth. Cargo facility planning is dependent on the timing of the airport passenger terminal expansion. Limited options exist to increase cargo space on airfield until future longterm expansion alternatives are developed. A strategy for supporting near-term growth leverages existing opportunities to increase efficiency, utilization of existing buildings, and considers options to develop interim space on airport-adjacent property.
