Summary of Process to Date August 11, 2015 Airline Feedback: IAF Technical Discussions Seattle-Tacoma International Airport International Arrivals Facility Process Implemented Commission public sessions 7/14 and 7/28 briefings on key issues associated with the IAF project. Airlines attended or watched on live streaming. Technical discussion meetings with Port Staff and Airline Representatives were held on 7/15 and 7/29. Attended by United, Alaska, Delta, and Southwest Airline Involvement was significant 3 Airline Feedback: Key Issues Raised in Airline Technical Discussions None of the airlines are questioning the need for new IAF facility. Key issue is IAF cost and potentials to reduce project cost. Continued interest from airlines re: technology assumptions in IAF concept design and provision of flexibility for future improvements. Discussion regarding international gate additions for IAF and impacts to availability of domestic gates. Discussion regarding phasing/sequencing of major airport construction projects and the impact to operations. Airlines are more comfortable with the 'What', rather than the 'How" 4 Airline Feedback: Key Issues, cont. Interest in greater airport-wide understanding of IAF financing and potential impact to other major future projects. Overall capital capacity and PFC encumbrance Recommend additional sensitivity analysis regarding international arrival fee level depending upon varying levels of PFC usage, as financing alternatives are refined. Airlines support the upcoming validation process and understand that it will focus on cost reduction and increased efficiencies. Independent Architect/peer reviews consistent with issues raised by airlines Noted that peer review input may increase costs Expect consideration of airport-wide operational impacts of IAF will be considered in validation process Airlines expect involvement in the validation process with multiple modes of participation. Frequent, informal involvement as well as scheduled meetings Second airline technical representative has been added by the Port to boost communication level on technical issues Airline involvement will continue in the validation process 6 Ancillary Processes within 90-day Review In addition to technical discussion meetings, significant communication has occurred in writing. Written information adds to the input received in face to face meetings In April/May, Port Commission received separate letters from the domestic and foreign flag airlines expressing both support and concerns. Influenced decision for 90-day review 6/29 Port Commission sent letters to airlines requesting written responses to a set of questions regarding the IAF project. As of 7/31, Port Commission has received 6 responses Port Staff is preparing written responses to airline questions to supplement the information provided in Commission briefings. In addition to meetings and briefings, there has been written communication 7 Anticipated Next Steps Input during this 90-day review process will be utilized as key input to the Design/Builder led validation process over the next several months. Input from the Independent Architect/Peer Review process will also feed into validation process. Validation process will refine and improve the IAF concept Focus on reducing cost, passenger connection times, increasing efficiencies, and ways to accelerate construction Validation process will include airline carrier participation and CBP involvement. Process discussed with airlines in detail on 7/29, was summarized at meeting, and information shared with airlines via SharePoint Alaska has requested added briefing on earlier IAF alternatives, and view of what other future major airport projects will occur Two meetings set to discuss earlier alternatives Preparing listing of future projects for meeting and Port budget Staff will continue to invite deep airline engagement during IAF 8
