Dear Co-Presidents Bowman and Gregoire,

Over the last several years, the Port of Seattle and the City of Burien have developed an
improved and productive working relationship, specifically in areas such as the Northeast
Redevelopment Area (NERA). That working relationship has helped our organizations to
identify opportunities and resolve problems, and together we are creating value for our
constituents.

Recent accomplishments in NERA include an interlocal agreement that led to constructing an
innovative regional stormwater system and related water quality improvements, a new public
trail with educational opportunities, and planned areas for new Airport Industrial development.
We have also jointly applied for an approximately $5 million FAA grant for future infrastructure
design work in NERA, and we are eagerly and confidently awaiting word confirming the grant
will be approved.

These improvements and positive regional economic conditions have led to strong market
interest in NERA for City-owned and Port-owned properties. Our agencies can take advantage
now of this positive combination of factors by taking actions to open these planned properties
to new development. I am pleased to say that the market is already responding to Burien's
efforts in this regard.

soon as practical. Doing so will help revitalize NERA into a vibrant job center that will benefit
