SUBJECT:  2015 Q1 Update Briefing on the International Arrivals Facility (IAF) 
SYNOPSIS 
This Staff Briefing to the Commission provides an update on the progress made on the
IAF during the first quarter of 2015. Separate requests will also be made today for two
authorizations; one to execute a lease for the IAF co-located project management office
and the other to execute a consultant service agreement for commissioning services. 
BACKGROUND 
Replacing Seattle-Tacoma International Airport's existing over-burdened Federal
Inspection Services (FIS) facility with a modern and efficient International Arrivals
Facility is critical to achieving the Port Commission's Century Agenda objective of
making the Airport the West Coast "Gateway of Choice" for international travel by
improving the level of service for airport users and increasing competitiveness with peer
airports. 
The IAF program consists of a single capital improvement program (CIP) for the design
and construction of a new International Arrivals Facility on the landside of Concourse A
that will, when completed, replace the existing federal inspection services (FIS) facility at
the South Satellite. This project will also construct a secure International Corridor along
the airside face of Concourse A for arriving international flights and a bridge for
passengers to travel from the existing International Corridor at the South Satellite to the
new landside IAF. 
1Q 2015 Accomplishments: 
Shortlisted IAF Design-Build Teams from six to four 
Issued a Request for Proposals, including the draft contract, general conditions
and incentive plan, to the three Design-Build Team finalists 
Conducted Working Sessions #1 and #2 with the shortlisted Design-Build Teams 
The Aviation Investment Committee approved the IAF Project Notebook

Definition Document (PDD)
