PORT OF SEATTLE MEMORANDUM COMMISSION AGENDA Item No. 7c STAFF BRIEFING Date of Meeting December 9, 2014 DATE: December 1, 2014 TO: Ted Fick, Chief Executive Officer FROM: Dave Soike, Director, Aviation Facilities and Capital Programs SUBJECT: Aviation Standby Power Facility Briefing SYNOPSIS This briefing is to describe the current realities during an electrical outage at the Airport and present the need for backup power to the Commission. Staff will return to the Commission after an Airport and Airline Affairs Committee presentation and subsequent Majority-In-Interest vote, for authorization to proceed with procuring an Airport Standby Power Facility. BACKGROUND Almost all functions at the Airport rely on electricity. The Airport currently has three (3) megawatts or ten percent of the Airport's electrical demand on back-up power for life/safety functions. These functions are primarily based on passenger egress requirements or getting passengers and staff out of the Airport safely. During an electrical power outage, the Airport ceases to operate. In 2009 and 2010, the Airport, with support from tenants and airlines, installed 18 megawatts of temporary backup generators for the Howard Hansen Dam incident and the looming threat of a long-term power outage to the area. In 2008, a car accident caused the Airport's south main substation to lose power for several hours. In 2006, a windstorm knocked out power to the region and portions of the Airport. Power into the Airport has a single point of failure at the (230kV) Maple Valley BPA Substation. ATTACHMENTS TO THIS BRIEFING Computer slide presentation.
