PORT OF SEATTLE MEMORANDUM COMMISSION AGENDA Item No. 5e ACTION ITEM Date of Meeting January 8, 2013 DATE: December 28, 2012 TO: Tay Yoshitani, Chief Executive Officer FROM: Lisa Hornfeck, Labor Relations Manager SUBJECT: Memorandum of Understanding between the Port of Seattle andthe Teamsters Local Union No. 117, representing Rental Car Facility Bus Drivers Total Estimated Cost to the Port: None Period of Agreement: Effective through executed Collective Bargaining Agreement Source of Funds: N/A ACTION REQUESTED: Request Commission authorization for the Chief Executive Officer to execute a Memorandum of Understanding (MOU) between the Port of Seattle and the Teamsters Local Union No. 117, representing Rental Car Facility Bus Drivers, establishing shift start and stop times. There is no estimated increased cost to the Port. SYNOPSIS: The Port of Seattle and the International Brotherhood of Teamsters, Local No. 117 representing the Rental Car Bus Drivers, are currently negotiating the parties' first collective bargaining agreement. The parties agree the shift start times and differentials contained in the MOU shall apply to the December 2012 Shift Bid and shall be effective January 13, 2013. BACKGROUND: During contract negotiations the parties have tentatively agreed to new shift start times. To meet operational needs, the managers instituted a full shift bid in December 2012, to be effective January 13, 2013. The January 13, 2013, effective shift start times should be consistent with the current pending agreement. Shift premiums are unchanged, 7.5% for swing shift and 10% for graveyard. COMMISSION AGENDA Tay Yoshitani, Chief Executive Officer December 28, 2012 Page 2 of 2 PROJECT JUSTIFICATION: RCW Chapter 41.56 requires the Port of Seattle to collectively bargain wages, hours, and working conditions with the exclusive bargaining representative designated by the employees. SCOPE OF THE AGREEMENT: Term of the Agreement Effective upon execution, through execution of the collective bargaining agreement. Shift Times Establishing shift start times.
