SUBJECT:  Special Order of Business: 2012 Fly Quiet Awards 
BACKGROUND 
The Port of Seattle completed a Federal Aviation Regulation (FAR) Part 150 Noise Study
Update in 2002. As a component of the Part 150 Study, staff requested and received
Commission approval to develop and oversee implementation of the "Fly Quiet Incentive 
Program." Fly Quiet Awards encourages airline compliance with noise abatement
programs and evaluates overall operational noise levels. 
The annual Fly Quiet Awards were established by Port staff and a citizen advisory
committee to increase airline and pilot awareness of the effect of aircraft noise on local
communities. 
The intent of the Fly Quiet Incentive Program is to stimulate airline interest in competing
for the public recognition associated with receiving the award, while increasing
compliance with Sea-Tac Airport's noise abatement efforts. 
Fly Quiet airline evaluations are based on the following criteria: 
Only airlines with jet aircraft in their fleet are eligible. 
With the exception of regional carriers, airlines must have at least 1,000 or more
jet operations per year at Sea-Tac Airport, monitored by the airport's flight
tracking system.
Regional airlines must have at least 365 or more jet operations per year at Sea-Tac
Airport. 
Airlines are rated based on compliance with existing noise abatement flight
procedures. 
Overall operational rating is based on aircraft noise levels, captured by the
airport's close-in noise monitors.

Compliance with the airport's ground run-up rules and regulations. 
Beginning this year, the Fly Quiet Awards have been modified, to encourage additional
airline competition.
Fly Quiet Bravo Award  The quietest airline among the top five carriers at Sea-
Tac 
Fly Quiet Award  The quietest airline among all other carriers at Sea-Tac 
Fly Quiet Regional Airline Award  The quietest airline among all regional
carriers at Sea-Tac

NEXT STEPS 
The Fly Quiet Incentive Program will include publicly acknowledging the three winning
airlines with banners located in Sea-Tac's terminal, a press release and congratulatory
advertisements in the local newspapers.

Limitations of Translatable Documents
